The HR Administrator is responsible for leadership, oversight, daily administration, and continuous improvement of assigned HR functional areas. This role develops strategic approaches to human capital management, creates consistent application across departments, and manages vendor relations and systems where applicable.

About This Job

Position Summary: The position manages strategic and operational HR initiatives, including research, retention, recruitment, and policy management. Reports to the Director of Human Resources and may supervise HR personnel.

Duties and Responsibilities
  1. Develops and administers HR programs, conducts research, and evaluates effectiveness.
  2. Supports problem-solving and policy development, analyzes data, and shares insights.
  3. Recommends HR policies, monitors performance, and ensures compliance.
  4. Acts as SME, providing guidance on policies, laws, and regulations.
  5. Contributes to strategic planning and promotes stakeholder collaboration.
  6. Provides leadership and supervision to staff, manages performance, and resolves conflicts.
  7. Performs other duties as assigned.
Working Conditions

Primarily office environment, requires on-site presence, occasional travel.

Minimum Qualifications

Education: Bachelor's Degree

Experience: 5 years relevant experience; relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications
  • Experience in recruitment, classification, compensation, disciplinary actions, training, and development.
  • Experience with HR laws, policies, appeals, performance management, organizational analysis.
  • Change management experience, public entity HR experience, advanced Workday skills.
  • Professional HR certification preferred.
Licenses/Certifications

Valid Arizona Class D Driver License.
