Job Description

About us: European Semiconductor Manufacturing Company (ESMC) is a joint venture between four technology leaders, TSMC, Bosch, Infineon, and NXP, to establish a state-of-the-art semiconductor fab in Dresden, Europe. ESMC aims to strengthen the European semiconductor ecosystem.

We are looking for a highly motivated and passionate HR Operations Manager to help build our future fab. This role is responsible for managing daily HR operations, implementing company policies, overseeing recruitment and employee lifecycle processes, monitoring departmental budgets, and ensuring compliance with local regulations. The HR Operations Manager will drive operational excellence, foster cross-team collaboration, and maintain high HR service standards.

Tasks

1. Compliance and Policies: Ensure compliance with internal HR policies, collective agreements, and German employment law. Support communication with the Works Council on routine topics (supervised). Contribute to HR process improvements and SOP documentation.
2. HR Systems Management and Support: Oversee HR technology infrastructure supporting recruiting, performance management, and other HR processes. Manage and optimize HRIS and digital HR systems for better decision-making.
3. HR Process Management: Develop and track HR metrics (retention, development, DE&I). Analyze data to identify trends and opportunities, providing insights and recommendations to support business decisions. Assist in employee lifecycle processes: contract preparation, onboarding, changes, and offboarding.

Profile

• Bachelor’s degree in Human Resources, Business Administration, or related field.
• Master’s degree or HR certification (e.g., SHRM-SCP, SPHR) preferred.
• At least 3 years of experience in HR operations or related roles.
• Proven success in leading HR teams.
• Good knowledge of German labor law and employment procedures.
• Languages: Full professional proficiency in English and German; Mandarin is desirable.
