Title: HR Manager
Job Description

The Human Resources Manager supports the day-to-day delivery of core HR programs and operations, with primary responsibility for benefits administration, payroll support, employment compliance, policy implementation, performance management, training, and employee lifecycle processes. This role requires a detail-oriented, service-focused professional who can partner effectively with employees, operational leaders, vendors, and other members of the HR team.

Responsibilities
  • Administer employee benefit programs, including partnering with benefit vendors, responding to employee questions, completing monthly benefit reconciliations, supporting annual enrollment, and managing ongoing plan administration.
  • Assist employees with 401(k) questions and provide access to appropriate resources.
  • Coordinate required benefits compliance activities and communications, including nondiscrimination testing, RxDC reporting, Summary Annual Reports, and other applicable notices and filings.
  • Partner with the Payroll Specialist to process semi-monthly payroll, including entering and reviewing employee changes, new hires, terminations, leaves of absence, timesheet updates, and garnishments.
  • Support federal and state employment reporting and recordkeeping requirements, including EEO-1, VETS reporting, affirmative action program requirements, California pay data reporting, and other applicable multi-state obligations.
  • Compile accurate workforce and compliance information for business proposals, client requests, and internal reporting.
  • Maintain Requesting Official Contractor Approval Lists (ROCALs) and coordinate with operational leaders and appropriate government or client contacts to support contractor badging and authorized physical or digital access.
  • Support the HR Director in developing, updating, communicating, and consistently administering HR policies and procedures.
  • Coordinate and facilitate annual required compliance training and maintain accurate training completion records.
  • Support the annual performance management cycle, including communications, system administration, tracking, and providing guidance to managers and employees.
  • Assist with implementing and maintaining organization-wide training and professional development programs.
  • Assist with wellness initiatives and financial education seminars in partnership with external providers.
  • Maintain the HR section of the company intranet, ensuring policies, forms, resources, and employee communications remain accurate, current, and easy to access.
  • Provide backup support for employee onboarding and offboarding activities, including related HR operations tasks.
  • Provide backup support for travel administration activities, as needed.
Essential Skills
  • At least five years of progressive human resources experience, including hands-on responsibility for benefits administration, payroll support, and employment compliance.
  • 5+ years of HR management experience in a government contracting environment; experience in construction or engineering is a major plus.
  • Demonstrated experience managing both HR and employee relations duties, including policy administration, benefits, payroll knowledge, and clearance-related activities.
  • Bachelor's degree in human resources, business administration, or a related field.
  • Working knowledge of federal and state employment requirements and HR compliance reporting.
  • Strong organizational skills with the ability to manage multiple priorities and recurring deadlines.
  • High attention to detail and accuracy in all HR operations and documentation.
  • Clear written and verbal communication skills with the ability to convey information effectively to diverse stakeholders.
  • Sound judgment, discretion, and a strong employee-service orientation.
  • Ability to collaborate effectively with employees, operational leaders, vendors, and cross-functional partners.
Additional Skills & Qualifications
  • Experience using ADP HRIS for payroll, benefits, or HR administration.
  • Human resources generalist experience across benefits, payroll support, compliance, and employee relations.
  • Experience in HR management within construction or engineering-focused government contracting environments is highly desirable.
Work Environment

The role is based in a very modern office located adjacent to the Galleria area (Tysons II Mall). The position follows a hybrid schedule that requires at least two days per week in the office, with Monday as a required onsite day. Onsite parking is available but not free, with a daily rate and a monthly parking plan option. The environment is professional and office-based, with access to contemporary office facilities and technology to support HR, payroll, and benefits administration activities.

Job Type & Location

This is a Contract to Hire position based out of McLean, VA.

Pay and Benefits

The pay range for this position is $48.07 - $57.69/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
