Job Summary
Supervises, directs, coordinates, and oversees the operations of the Village. Responsible for guiding the Village in developing strategic initiatives.
Job Responsibilities:
- Manage and oversee operations, maintenance, administration, and improvement of the Village.
- Conduct supervisory activities such as hiring and firing staff, providing employee orientation and training, creating work schedules, monitoring and approving work, coaching or disciplinary action, and approving employee time sheets for the department.
- Prepare and administer the Village budget, including monitoring budgetary performance.
- Assess the financial condition of the Village by monitoring payables, receivables, billings, expenses, and implementing policy, procedure, and/or program changes to ensure financial health.
- Meet with prospective tenants to show properties, explain occupancy terms, and provide community information.
- Determine and certify the eligibility of prospective tenants, following government program regulations.
- Investigate complaints, disturbances, and violations, resolving problems per management rules and regulations.
- Inspect grounds, facilities, and equipment routinely to determine repairs or maintenance needs.
- Approve general maintenance, major repairs, and remodeling or construction projects; review bids from contractors.
- Market the Village to prospective tenants through marketing plans, outreach events, and community involvement.
- Confer regularly with residents to ensure their needs are met.
- Collaborate with the Board and sub-committees to develop strategic direction and long-range initiatives; present and explain budgets and variances.
- Develop and administer Village policies, procedures, and programs.
- Approve all financial transactions for the Village.
- Execute legal documents and contracts within PVM limits of authority.
- Ensure compliance with all relevant regulations, laws, and requirements.
- Assess data and submit reports on issues affecting Village operations.
- Maintain occupancy rates at or above goals by reducing turnover and building a waiting list.
Education:
Minimum of an Associate's degree in business, gerontology, or a related field preferred, but not required.
Experience:
- At least 5 years in property management.
- Experience in affordable housing is a plus.
- Experience working in senior housing or with seniors is a plus.
Computer Skills:
- Proficiency in Word, Excel, and Outlook.
- Experience with housing software.
Certificates & Licenses:
COS and/or Tax Credit Certification related to Village funding or programs is a plus; training available. Valid driver's license and reliable transportation required.
