Jobbeschreibung

The Head of Governance Operations will lead the development, implementation, and scaling of Próspera ZEDE's governance framework and e-governance platform. This person will be responsible for ensuring that Próspera's innovative governance model operates efficiently, transparently, and profitably while maintaining compliance with the Próspera Charter, ZEDE Organic Law, and applicable regulations.

Key Responsibilities

Strategic Leadership & Governance Development

• Develop and execute a comprehensive roadmap for Próspera's governance layer

• Establish key performance indicators and drive the governance operations toward profitability

• Collaborate with the Technical Secretary, Council of Trustees, and General Service Provider to align governance initiatives with Próspera's strategic goals

E-Governance Platform Development & Implementation

• Oversee the design, development, and implementation of Próspera's e-governance platform

• Define technical requirements and functionality for digital services including permitting, registry operations, dispute resolution, and tax administration

• Ensure the platform supports transparent and efficient government services for residents and businesses

Registry Operations

• Oversee the Entity Registry, Personal Registry, and Property Registry operations

• Ensure efficient processing of residency applications, entity formations, and property transactions

• Develop streamlined procedures for registry operations that balance regulatory compliance with user experience

Regulatory Compliance & Risk Management

• Ensure residents in Próspera maintain compliance with applicable regulations.

• Define SOPs and systems for applying and administering the rules of Próspera ZEDE

Financial Management & Profitability

• Develop and manage the governance operations budget

• Identify and implement revenue-generating opportunities within the governance framework

• Optimize operational costs while maintaining service quality

Team Building & Management

• Build and lead a high-performing governance operations team

• Develop training programs to ensure team members understand Próspera's governance model and applicable rules
