JOB OVERVIEW
Victim Advocates are needed to perform victim advocacy services and Emergency Placement Care (EPC) coordination in support of the prevention and education of domestic violence and juvenile problematic sexual behavior under the Army Family Advocacy Program, including 24/7 victim advocacy response and EPC coordination. This program operates through Army Community Services (ACS).

QUALIFICATIONS

  • Education: Bachelor’s Degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health or public health
  • Victim Advocacy certification preferred
  • Experience: Minimum of two years experience providing comprehensive assistance and support to victims of domestic abuse, including crisis intervention, assessing imminent danger, safety planning, and securing medical treatment.
  • Minimum of one year of experience working with a military Family Support Center or civilian social service agency serving military Families.
  • Working knowledge of family violence dynamics, safety planning, risk assessments, and relevant laws.
  • Demonstrated understanding and empathy for victims, with effective communication skills.
  • Ability to intervene in crises, develop safety plans, and work independently within guidelines.
  • Ability to conduct briefings and work cooperatively with military and civilian personnel.
  • Possess a valid, unrestricted motor vehicle license and have transportation.
  • Contractor shall be physically and mentally able to perform all contractual duties.
  • Contractor employees shall be computer literate for preparing documentation and reports.
  • Working knowledge of military protocol preferred.

Responsibilities Include but are not limited to:
DOMESTIC ABUSE ADVOCACY AND PREVENTION TASKS

  • Act as part of the 24/7 on-call response capability to provide VA services and emotional support to victims.
  • Assist victims with crisis intervention, safety planning, and referrals to support services.

Statistical Documentation

  • Revise existing Standard Operating Procedures (SOPs) as required.
  • Submit monthly status reports and maintain accurate data within the Army system.
  • Develop performance outcome measures to evaluate program effectiveness.

Materials & Resources

  • Maintain a comprehensive file of resources for victims of domestic abuse.
  • Make annual recommendations on educational materials for victims.
  • Develop information packets in English and Spanish.
  • Disseminate government-provided information on domestic abuse and EPC program.

Training and Training Support

  • Conduct training/classes for Soldiers, Family Members, and the community.
  • Customize training materials as necessary.
  • Create training schedules and record all provided training.

Client Surveys; Domestic Abuse Prevention and Training

  • Provide a client survey to each victim and prepare quarterly analysis reports.

Emergency Placement Care (EPC) Placement Tasks

  • Provide EPC placement for Families in crisis upon request.
