Position: Engineer Tech / GIS Specialist

Job Description
  • Develop surveys, mapping, and other technical requirements for planning, engineering design, and construction of projects in support of construction programs, infrastructure sustainment, real property management, and master planning.
  • Read, interpret, modify, and/or develop topographic/cadastral maps, floor plans, CADD engineering drawings, and technical specifications.
  • Administer geospatial databases including data/metadata storage, backup & recovery.
  • Develop, consolidate, translate/convert, and maintain geospatial data and metadata (e.g., Common Installation Picture (CIP) layers) compliant with Army IGI&S program standards (e.g., SDSFIE).
  • Develop, produce, and distribute cartographic products.
  • Upload required geospatial data and metadata to approved repositories (e.g., DCS, G9 IGI&S, ePRISMS) on a quarterly basis or more frequently when requested.
  • Perform data quality and standards compliance validation checks.
  • Perform corrective actions, as required, and respond to IGI&S data quality reports.
  • Conduct CADD to GIS data conversions.
  • Provide GIS data and maps to update the RPI, support real property data reconciliation, and conduct Installation Status Report (ISR) assessments.
  • Meet the various GIS/spatial analysis/mapping needs of the master planning, real property asset development and management, space utilization, environmental, energy/utilities, fire and emergency services, transportation and logistics, facility operation, military range and training area operation, airfield operation, housing, and construction programs.
  • Provide training, knowledge management (e.g., SOP development), and technical support for data collection, map production, and use of IGI&S tools.
  • Provide engineering data and plans to update the RPI, support real property data reconciliation, and conduct ISR assessments.
  • Ensure the accuracy of facility and project data within applicable databases and automated information systems.
Minimum Requirements
  • Master's degree in a related field and three (3) years of recent specialized experience; OR Bachelor's degree in a related field and six (6) years of recent specialized experience; OR ten (10) years of recent specialized experience.
  • Three (3) or more years of experience collecting, producing, analyzing, disseminating, and maintaining consistent and accurate geospatial data and products or performing land surveys and utilizing computer-aided design and drafting (CADD) software to create engineering plans.
  • Understanding of GIS concepts and terminology; an understanding of field data collection techniques and principles; a working knowledge of CADD software; a working knowledge of computerized mapping systems (public or military); experience with GIS Quality Control Plan (QCP) implementation; and the ability to input data into GIS and mapping systems, read and interpret maps, record drawings and legal descriptions, prepare charts, and prepare graphs and displays.
  • Must be able to travel.
  • Must be able to work outside, walk on uneven terrain, and may be required to use ladders.

Degree(s) must have been conferred by an accredited university recognized by the US or European Union, and the degree(s) must be in either Engineering (any), Computer Science, Surveying, Geography, or another related field of study with approval from the COR.

Desired Skills
  • Experience with Esri ArcGIS software, experience implementing the Spatial Data Standards for Facilities, Infrastructure & Environment (SDSFIE) family of GIS standards, and at least 1 year experience working with multi-national organizations or companies.
