To ensure compliance with procurement and funding regulations in Facility Management, strategic planning and execution of national and international procurement processes are conducted. This includes advising on award decisions, handling complex procurement procedures, and safeguarding the process against legal and economic risks.
Responsibilities
- Advising and managing procurement processes in Facility Management, considering procurement and funding regulations
- Analyzing technical and legal frameworks to determine the optimal procurement method
- Conducting tenders for construction, planning, supply, and services in projects funded by public and third-party funds
- Reviewing and processing procurement objections, including collaboration with the Central Procurement Management
- Supporting the legal department in legal disputes, including documentation and court proceedings
- Documenting and ensuring traceability of procurement decisions to mitigate damages and recovery risks
- Monitoring and complying with relevant regulations at national and EU levels, especially GWB, VgV, VOB/A, HOAI, UVgO, and funding law
- Possessing a degree in Business, Law, Engineering, or a comparable qualification with relevant professional experience
- Having solid knowledge of national and European procurement law and funding law
- Experience in project management of complex national and European procurement procedures for construction and services
- Proficiency with management systems according to DIN EN ISO 9001 and relevant IT tools (SAP, E-Procurement, MS Office, estimating software)
- Knowledge of ESA regulations and experience with engineering contracts under RBBau
- Fluent German skills (C1) and good English skills (B1)
