International SOS Government Services administers the TRICARE Overseas Program providing high-quality, accessible health care services for U.S. Military service members, family members, retirees, and other eligible beneficiaries overseas.

About the role

We are currently looking for a Senior Operations Manager to lead and manage the operational service delivery of our TRICARE Overseas Program in South West Germany. This vital role will be to secure and sustain successful and consistent results by leading, managing and promoting a culture of high performance to meet or exceed contractual requirements. In addition, they will integrate and streamline operational practices across functional lines to positively impact clinical quality outcomes, the patient experience, and our workplace environment.

Local and international travel will be required up to 50% of the time.

Key responsibilities
  • Lead, coordinate, and drive the overall operational performance and contractual KPI deliverables for consistent, positive service delivery across SW Germany.
  • Promote a culture of high performance, strict operating procedures, and continuous process improvements to produce sustained results.
  • Manage operational planning and service delivery execution, including processes, procedures, SLAs, quality controls, safety/risk measures, and resolution of provider and patient issues in collaboration with relevant teams.
  • Develop strong partnerships and communication channels with field-based TOP programs to positively impact clinical quality outcomes and meet/exceed contractual performance in TRICARE Prime and TRICARE Prime Remote locations throughout SW Germany.
  • Manage remote teams across multiple locations, focusing on recruitment, induction, performance, development, reward, L&D, talent, and retention activities.
  • Ensure budgetary cost controls and performance management align with HR and People strategies.
  • Drive end-to-end value, develop talent management and retention strategies to ensure client trust and satisfaction.
  • Implement corrective actions to address organizational or departmental issues.
  • Build collaborative relationships with senior management, provider networks, hospital and clinic directors, and TRICARE Area Office – EA.
  • Contribute to fostering a strong workplace culture aligned with International SOS values and continuous improvement plans.
  • Oversee government audit reviews at designated locations, ensuring quality and successful outcomes.
About you
  • 6-10 years of senior team and performance management experience preferred.
  • Strong client-facing experience with the ability to influence stakeholders at all levels.
  • Experience in operational delivery with large contract management, managing dispersed teams, and client services.
  • Experience in the public sector or with government contracts is a plus.
  • Proven leadership and successful delivery/results at senior levels.
  • Experience managing large projects and budgets.
  • Prior experience in the health industry at a senior management or department head level preferred.
  • Successful leadership, coaching, and development of multicultural teams.
  • Postgraduate Degree in Health Care Administration, Business, Public Health, or related field; MBA is a plus.
  • Excellent command of English (spoken and written).
  • Good command of German (minimum B2), spoken and written.
