Job Description: The Regional Procurement Support Office (RPSO) at the American Consulate General in Frankfurt, Germany, is seeking qualified companies to provide full-time Contract Specialists on a temporary basis. The personnel will be required to report to duty at the American Consulate General in Frankfurt.

Responsibilities:

  • Applying performance-based standards to select contractors based on the best value to the US Government.
  • Verifying that specifications and delivery requirements are clear and complete.
  • Conducting advance procurement planning and preparing necessary determinations.
  • Developing source selection criteria, including evaluating contractors' past performance.
  • Reviewing and analyzing written proposals and evaluating oral presentations.
  • Performing price analysis of quotes.
  • Conducting pre-award surveys to determine contractors' ability to perform.
  • Preparing procurement documentation for the Contracting Officer's approval.
  • Determining the suitability of using the Government Purchase Card for orders up to the Micro-Purchase threshold (FAR 2.101).
  • Administering orders with vendors until completion.
  • Performing post-award duties, including negotiating modifications and monitoring contractor performance.
  • Maintaining liaison with the requesting office to resolve technical disputes and ensure successful procurement action completion.

Clearance:

  • Must have an active Public Trust Clearance.

Education:

  • University degree in business management, accounting, public administration, or law; or successful completion of an apprenticeship in these fields (at least two years in duration) in one of the following fields: business management, acquisitions, accounting, public administration, or law.

Experience:

  • Minimum of five years of progressively responsible work in acquisition or supplies and services as a Contract Specialist or Contracting Officer.
  • Completion of U.S. Government Procurement Courses or equivalent, including:
    • CON 216 Legal Considerations for Contracting
    • CON 200 Business Decisions for Contracting
    • CON 280 Source Selection and Administration of Service Contracts
    • CON 244 Construction Contracting
    • CON 243 Architect-Engineering (A&E)
    • CON 170 Fundamentals of Cost and Price Analysis
    • CON 290 Contract Administration and Negotiation Techniques in a Supply Environment

Knowledge:

  • Knowledge of The Federal Acquisition Regulation (FAR), the Department of State Acquisition Regulation (DOSAR), other agency acquisition regulations, policies and procedures.
  • Knowledge of regional and U.S. general business practices and market conditions and knowledge of price analysis techniques sufficient to determine which historical data and precedents are available and applicable to evaluate standard commercial items.

Skills:

  • Intermediate level computer skills, including word processing, spreadsheets, and Internet tools.
  • Ability to apply mathematical principles and formulae to ensure accuracy in procurement actions.
  • Good interpersonal skills and the ability to work as part of a highly motivated professional team, displaying tact and discretion in dealings with customers and vendors.
