Met T&S Ltd. is seeking an experienced HSE Coordinator to support the Hamburg refinery expansion project. You will verify site HSE plans, lead inspections and audits, and coordinate HSE training to ensure compliance with group standards and regulatory requirements.

The role requires a university-level engineering degree, 12+ years in HSE within oil & gas or petrochemical projects, and NEBOSH GC/IGC certification. On-site work at the Hamburg facility with strong commitment to safety.

Qualifikationen

• Minimum 12 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects/operations in oil & gas or petrochemical industries.
• Holding a NEBOSH GC / IGC certificate

Aufgaben

• Perform the job hazard analysis (JHA) and participate in the job safety analysis (JSA).
• Verify the adequacy and application of the site HSE plan and related procedures, updating revisions as needed.
• Update the HSE documentation during all construction phases.
• Ensure subcontractors perform activities in accordance with HSE procedures and standards.
• Organize, plan and participate in periodic HSE walk rounds, inspections and audits onsite; prepare reports and action plans.
• Coordinate and directly participate in HSE training activities on site and in relevant HSE meetings.

Theproject is planning the expansion of the existing Hamburg Refinery, by addingthe following process units and facilities: HVO Unit, pre-treatment Unit,tank farm balance (tanks partially supplied by others), interconnectinglines, new electrical substation and rack room, interconnecting cablesbetween new substation building and existing substation and control room.

• Construction HSECoordinator reports to the HSM or, while he is the TCM HSErepresentative at site, he reports to the Site Manager.
• He / She verifies andensures that all field activities are performed according to the TCM HSEpolicy, the regulations, standards and procedures, promoting allpreventive and corrective action as required.

Duties and responsibilities

• To perform the jobhazardous analysis (JHA) and participate to the job safety analysis(JSA).
• Verify the adequacy andapplication of the site HSE lan and all related procedures, to thepreparing any revisions.
• To update the HSEdocumentation during all the construction phases when deemed necessary.
• To check thatsubcontractors perform their activities in accordance with all the HSEapplicable procedures, regulation and standards, promoting all necessaryaction to ensure that the said procedures and regulations are observed.
• To organize, plan andparticipate to periodical HSE walk around, inspections and audits onsite, prepare all the relevant reports, action plans, verify the followup and the timely execution of the corrective action.
• To organize, coordinate anddirectly participate in the HSE training activities on site.
• To organize and participateto all relevant site HSE meetings, prepare the relevant MOM.
• To cooperate with theclient concerning the issue of any necessary work permits.
• To organize in case of workaccidents a full investigation of the event, finalized to theidentification of corrective measure to avoid reoccurrence.
• To keep accident records,identifying the areas to which prevention must be addressed.
• To perform and / or promotethe indoctrination / training of personnel.
• Lead and coordinate theactivities off the site HSE committee (composed by all contractor andsubcontractors HSE representative).
• To lead and coordinate thesite emergency response team and fire prevention / fighting team,organizing training and emergency drill mock activities.
• To prepare the HSE sectionof the construction monthly progress report and other periodical report.
• To prepare and update thesite HSE statistics, verify the performance versus the project andcorporate HSE objective, targets and performance indicators.
• Propose recovery plan incase of mismatch.

Person Specification

Knowledge & Qualifications

• University Degree or Diploma in any Engineering or equivalent.

Experience

• Minimum 12 years’ experience in HSE in construction, fabrication,installation and / or commissioning projects / operations in the oil& gas or petrochemical industries.
• Relevant experience in 3 major EPC projects; oil & gas,petrochemical sector.
• Holding a NEBOSH GC / IGC certificate

Compensation

For this position, the starting gross annualsalary, paid for monthly installments, will be no less than €72.000.

The overall compensation package will be governedby company policies and applicable agreements, including any provisionsrelated to benefits and variable components in compliance with the Groupstandards.
