- Supervise commissioning activities to ensure safe, productive, quality work and controlled costs
- Assist site teams with labor schedules, materials, tools, equipment, and subcontractors
- Work with specifications and contract requirements
- Provide input and technical expertise for power-generating construction projects
- Support installation guidance, QA/QC leadership, scheduling, and owner correspondence related to commissioning
- Set direction for on-site Commissioning Foremen and ensure company-resource utilization and policy/regulatory adherence
- Support safe working conditions and safety procedures, including JHAs, EHAs, and the company CATS program
- Monitor Blattner and subcontractor work to maximize production and minimize costs
- Act as commissioning consultant for transmission lines, interconnect systems, switchgear, electrical circuits, power quality, high-voltage collection/distribution systems, and substations
- Communicate project problem areas to the Site Manager
- Monitor actual costs against estimates and report commissioning/testing cost overruns
- Assist the Project Manager with testing and commissioning budgets, change orders, and budget changes
- Evaluate Commissioning Forepersons' safety and skills
- Support engineering review, procurement, construction, and startup of high- or medium-voltage electrical systems and associated substations
- Arrange engineering support, consultation, and peer review for critical commissioning issues
- Collaborate with corporate managers regarding contractor, journeyman/master electrician, or PV licensing
- Identify opportunities to streamline work and reduce waste
- Audit electrical safety, LOTO, testing, energization, and commissioning programs of PV arrays
- Ensure testing and commissioning workers receive timely technical and safety training
- Mentor Commissioning Foremen on work discipline, production costs, scope, quality, and safety
- Perform additional assignments as directed
Requirements
- Extensive construction field experience
- Valid driver license and acceptable motor vehicle driving record (MVR)
- Knowledge of Electrical Overhead Transmission
- Knowledge of Electrical Underground and Collection systems
- Knowledge of Substation Construction
- Knowledge of Transmission Utility Interconnect
- Knowledge of Electrical Engineering Communication System
- Ability to perform administrative tasks
- Proficient in Microsoft Office (Word, Excel, and Outlook)
- Basic understanding of safety construction, commissioning, and testing electrical systems
- Ability to supervise many employees
- Good communication skills to deal with owners, subcontractors, and employees
- Solid understanding of tracking job progress and costing
- Knowledge of National Electrical Testing Association (NETA)
- Knowledge of NFPA 70E
- Knowledge of SCADA systems
- Willingness and ability to travel extensively
- Ability to work one week remotely from home per month
- Must comply with company, jobsite-specific, federal, and state safety regulations
- Qualified and trained personnel oversight for switch and tag procedures, approaching distances, arc flash, and protective equipment
