A global climate science institute in Berlin is seeking a consultant for climate policy analysis. The position offers flexibility for remote work and is fixed-term for 6 months.
Job description
We are currently seeking a consultant for qualitative and quantitative climate policy analysis to work with our Climate Policy Team based in Berlin. You will support our flagship project, the Climate Action Tracker (CAT), with assessing the implications of current mitigation targets and policies for selected countries and how they compare to global goal of limiting warming to 1.5°C. The position is based in Berlin but working remotely is also possible.
Scope of work
The consultant will support the Climate Action Tracker (CAT) team in the development of country-level assessments. This includes conducting research and analysis on national climate policies, targets, and progress. As part of this work, the consultant will be expected to familiarise themselves with CAT’s internal templates, guidelines, and methodological standards to ensure the assessments are produced in a consistent and standardised format.
The consultant will undertake independent, structured research and review of climate policy literature—both economy-wide and sectoral—and collect and analyse relevant emissions data. This includes working with emissions inventories and projections, assessing mitigation strategies. The role also involves delivering policy-relevant analysis through the writing of country-specific reports.
Deliverables
Over the course of the contract, the consultant is expected to contribute to the development of approximately five to eight country assessments. This contribution may take the form of :
Reviewing calculations and / or narrative sections for completeness, accuracy, and alignment with CAT methodology
Supporting the drafting of narrative content, including policy analysis and interpretation of results
Conducting quantitative analysis, including national and sectoral emissions calculations, as needed
The specific role for each country assessment will be determined based on project needs and the consultant’s expertise. All contributions should meet CAT’s quality standards and follow internal guidance and templates.
