ABOUT YOU

We are hiring highly motivated individuals to join the Joint Support and Enabling Command (JSEC) as Buyer (Grade 10) and Senior Buyer (Grade 12).

In the Buyer role, you will handle purchasing and contracting for requirements that can be met through simplified procurement, and also assist with international competitive bidding procedures. Additionally, you will perform various administrative tasks as needed to support both the Contracting Officer and the Branch. You will play a key role in ensuring that procurement requirements are accurately analyzed and addressed in a timely and legally compliant manner and your work will have a direct impact on operational effectiveness and successful management of financial resources.

In the Senior Buyer role, you will organize formal and international competitive bidding procedures, evaluate bids and provide support to the Contract Award Committee (CAC) in order to facilitate contractor selection. Additionally, you will oversee the contract filing system and ensure proper archiving and destruction of contract documents / files. You will play a key role in ensuring that procurement requirements are accurately analyzed and addressed in a timely and legally compliant manner. Your work has a direct impact on operational effectiveness, the command directly as well as NATO's financial resources.

YOUR QUALIFICATIONS AND EXPERIENCE

For both grades, the ideal candidate will have:

  • Sufficient, current professional experience related to the role;
  • Higher secondary education with intermediate vocational training in areas like supply chain management, logistics, procurement, or a related field, or a secondary education with advanced vocational training in the same fields, leading to a professional qualification;
  • Working knowledge of Automatic Data Processing (ADP) systems;
  • A good command of English both written and spoken.

The following would be considered as an advantage:

  • Experience in an international/military organization;
  • Professional experience in purchasing, bidding and contracting;
  • Experience in drafting technical specifications/documentation;
  • Experience in administrative duties to include maintenance of data bases, filing systems;
  • Any further certification, training or experience related to procurement and supplier relationship management and/or NATO specific certifications.
  • For the Senior Buyer role, hands-on experience handling the full procurement process for simplified purchases. The candidate should also have held a limited warrant or similar authority to sign contracts and, also experience in contracting for military or international organizations.
  • For the Senior Buyer role, knowledge of German language (due to frequent interaction with local/Host Nation suppliers).

  • Understanding of procurement principles, processes, and policies and knowledge of purchase methods;

  • Accuracy in processing financial data and documents, and vigilance in spotting inconsistencies or risks;

YOUR TEAM

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into a Joint Operations Area (JOA).

The Finance Directorate (J8) is responsible for drafting, managing and executing the HQ allocated budgets as well as accounting, purchasing and contracting goods and services.

The Purchasing and Contracting Branch provides advice, direction, guidance and oversight of the contracting activities at the HQ.

CONTRACT

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

SALARY/BENEFITS

  • Basic salary G10: 5,112.39 EUR
  • Basic salary G12: 5,818.38 EUR
  • Salary values indicated in this vacancy notice are based on NATO`S Single Salary Spine scale.
  • The salary is tax free including (where eligible) expatriation, family and children's allowances and additional privileges for expatriate staff;
