ABOUT THIS JOB

Position Specific Summary

The Budget Manager position at the City of Tucson’s Business Services Department (BSD) oversees the development, implementation, and monitoring of the organization's budget. The role is crucial in ensuring fiscal responsibility, aligning resources with strategic objectives, and facilitating effective decision-making to achieve program and project objectives within budgetary constraints.

Work is performed under the supervision of the Finance Administrator. This position exercises supervision over staff in the budget division.

Duties and Responsibilities

  • Assists in the preparation of the City’s annual budget using current financial data, historical data, trend analysis, research, and existing procedures. Works closely with Satellite Finance Managers, City Departments function leads, City Manager’s Office, and Council Members to create the base budget, operating budget, capital improvement plan/ projects, workforce planning, FTEs, and the budget calendar. Coordinates the integration of strategic plan goals, strategies, and performance measures into the budget process. Assists in the development of the annual budget book.

  • Regularly reviews reports to ensure accuracy; identifies, analyzes, and corrects variances. Provides guidance and support to staff to accomplish monthly financial projections. Uses historical data, trends, and other factors to forecast future financial performance and budget requirements. Conducts financial analysis to support budget monitoring and forecasting activities, such as cost-benefit analysis, variance analysis, and scenario analysis.

  • Oversees the Budgeting Platform and ERP system to ensure data alignment. Maintains budgeting platform functionality, troubleshoots issues, and coordinates with IT and vendors for upgrades and improvements. Provides support to budgeting platform users, including budget staff, finance staff, and City stakeholders.

  • Supervises one or more full-time employees, giving direction and guidance. Reviews and implements personnel actions, including employee hiring actions, training sessions, and evaluations. Reviews and approves employee timecards and time-off requests. Prepares departmental and city-wide budget memos, reports, and presentations.

  • Performs all other duties and tasks as assigned.

    MINIMUM QUALIFICATIONS

    Education: Bachelor's Degree
    Work Experience: Five (5) years of directly related experience.
    License/Certifications: A valid and unrestricted driver’s license with two (2) years of licensed driving is required.
    Any combination of relevant education and experience may be substituted on a year-for-year basis.

    PREFERRED QUALIFICATIONS:
    Bachelor’s Degree in Accounting, Finance, Economics, or Business Administration.
    Five years of experience in budgeting, accounting, financial reporting, which includes three years of experience in a supervisory capacity (having supervised at least 1 full-time employee)
    Three years of budget or finance experience in a municipal or government setting
    Knowledge of and experience working in Adaptive and Workday
