An exciting opportunity has arisen within the Medicine Division at Aintree University Hospital, part of the University Hospitals of Liverpool Group, for an Assistant Service Manager to support Respiratory and Sleep Medicine. Reporting to the General Service Manager, the post holder will be a key member of the Care Group Management Team. The Assistant Service Manager will be responsible for monitoring operational performance across the specialty and working closely with clinical and non-clinical colleagues to maintain and enhance service delivery and operational excellence. The role includes supporting the delivery of specialty operational and administrative services, including the management of administrative teams and the monitoring of national and local Key Performance Indicators (KPIs) which include, RTT, DM01 and Cancer targets. The successful candidate will have experience in team management and possess the skills and personal attributes required to effectively address operational challenges. The post holder will support the development and implementation of service improvement programmes and operational change initiatives within the specialty. The Assistant Service Manager will also contribute to the management of specialty budgets and hold day‑to‑day operational and line management responsibility for designated services and functions. They will support workstreams that contribute to the delivery of Cost Improvement Programmes (CIPs) and contribute to achieving agreed financial targets. In addition, the post holder will provide visible and accessible leadership to their teams, undertake line management responsibilities, and deputise for the General Service Manager as required.

Key responsibilities
  • Monitor and support the delivery of business and workforce plans within the specialty.
  • Ensure effective systems, structures and processes are in place to manage clinical quality, risk, assurance and public involvement activities.
  • Take operational and line management responsibility for designated services and functions within the specialty.
  • Support delivery of key performance indicators (KPIs), access standards, contractual requirements, CQUIN targets and CQC compliance.
  • Provide regular updates and advice to the specialty management team on operational performance and service issues.
  • Develop and support team leaders to ensure high‑performing teams deliver safe, effective and patient‑centred services.
  • Foster a culture of continuous improvement, innovation and service development.
  • Lead and support the implementation of service improvement and transformational change programmes.
  • Create and communicate a clear vision for service development and future organisational goals.
  • Promote a culture of quality, productivity and accountability across the specialty.
  • Use performance, quality and operational data to monitor, demonstrate and improve service performance and patient outcomes.
  • Ensure accurate, timely and relevant information is available to support decision‑making and performance management.

This established role sits within the Cardiology and Respiratory Care Group and is ideally suited to a motivated, patient‑focused individual with excellent communication skills and experience in operational management within a large acute Trust. A strong understanding of patient pathways and the patient journey is essential, along with the ability to work collaboratively with both clinical and non‑clinical colleagues.

The successful candidate will have a proven track record of delivering service improvements, enhancing systems and processes, and driving performance outcomes. They will be able to build effective working relationships across a diverse range of staff groups to achieve positive outcomes for patients. The role requires excellent organisational and communication skills, with the ability to work under pressure, manage competing priorities, and meet demanding deadlines.

Qualifications
  • Degree level or equivalent
  • Post Graduate Management qualification or equivalent, Recent demonstrable experience of operational management, with clear evidence of responsibility for supporting operational delivery including clinical quality, people management, budget understanding and successful delivery of performance targets within strict financial controls, Understanding and appreciation of diversity, Key issues and pace of change facing the NHS nationally and locally, assess and describe impact on services
  • Principles and impact of the NHS Constitution
  • Knowledge and understanding of computerised financial, management, budgetary management and workforce information systems
  • Knowledge of governance arrangements and standards in the NHS and the wider health and social care economy, Coaching & values led management style, encouraging engagement and empowerment amongst staff and stakeholders, and in developing high performing teams
  • Communication skills, to include but not exclusively, mediation, negotiation and training skills using well developed interpersonal skills to influence, inform, reconcile differences and resolve conflicts
  • Solve problems, using a solution focused approach demonstrating competent persuasive and influencing skills
  • Analyse data and information, including preparing responses to issues often within tight timescales
  • Ability to support business planning processes on behalf of the speciality
  • Coordinate speciality activity plans to meet challenging performance targets within tight financial controls
  • Implement agreed policy on behalf of the speciality and ensure successful implementation
  • IT literate and able to use standard office software and bespoke systems

  • Work in an environment with frequent interruptions, and within stressful, unpredictable situations including responding to and solving urgent and emergency situations day to day.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
