Job Summary

This is an exciting opportunity to lead three diverse teams within the D&I Team. It is a fast paced and challenging role where every day is different. You will be required to possess sound judgement, make strategic linkages, and have skilled drafting ability. You will manage a mixed military/civilian team of seven.

This is an exciting and bold time to be working in D&I. We are under significant scrutiny and regularly draft notes for ministers at great pace. We work significantly with our Cross Government colleagues, learning from others and sharing best practice.

We are an innovative and supportive team delivering at pace, in a constantly evolving environment. Working together we develop D&I policies and deliver the D&I portfolio.

This B2/ Grade 7 appointment is a challenging role, and we are looking for an experienced leader, who is a strategic thinker and can deliver at pace, changing direction quickly as required.

This position is advertised at 37 hours per week.

Job Description

You will be responsible for three teams:

  • The Defence Network Team.
  • The D&I Data Team
  • The D&I Portfolio team.

You will work with multiple collaborators within Defence, across government and external organisations. Role responsibilities include:

Network

  • Network lead, implementation of new network structure as detailed in JSP 890.
  • Support the Network champions with the implementation of the new structure, their recruitment and implementation of D&I programme boards.
  • Manage the networks’ communications, forward look, and business cases. Build an accurate financial picture for the networks. Ensure that governance and propriety of public spending is adhered to.
  • Draft advice to senior stakeholders, accurately and at pace when required.
  • Be the D&I rep at several internal network forums and cross-government meetings.

Data

  • Lead the data team ensuring that D&I Levels of Ambition are accurately reported and progress is demonstrated.
  • Ensure that all requests for data support including parliamentary business, FOIs and HCDC are processed within required timescales.
  • Guide the data team to manage conflicting requests and step in when difficult decisions must be made.
  • Supervise the liaison between the Analysis Directorate and the D&I Team.
  • Provide the senior stakeholder engagement between the Data Team and the Department.

Portfolio

  • Lead the D&I Portfolio to ensure that all D&I programmes are established with P3M principles.
  • Ensure the production of the D&I benefits and risk responses.
  • Adhere to good governance and oversee the implementation of a programme board for each D&I programme. Ensure that governance is consistent across all D&I programmes.
  • Provide oversight for the 2* D&I Board where the Portfolio Team provides the secretariat function.
  • Lead the Portfolio team to provide monthly updates on Project online.
  • Provide oversight for the D&I team monthly team meetings where the Portfolio Team provides the secretariat function.
  • Ensure programme managers are fully forward deployed into their respective programmes and delivering progress against challenging objectives.

Leadership

  • Lead a mixed military and civilian team to deliver the above outputs.
  • Be part of the D&I senior leadership team, including financial planning, reward and recognition, and horizon scanning.
  • Deputise for DH D&I when required.

  • Be a skilled and experienced leader who has previously led diverse teams through challenging times.
  • Be a self-starter, with initiative and problem-solving skills to deliver not only your own projects but also support the successful delivery of the work led by your team.
  • Have significant personal resilience.
  • Be a qualified P3M professional.
  • Be an experienced drafter familiar with responding to Parliamentary business and Freedom of Information requests.
  • Have proven success in developing and maintaining excellent relationships across Defence and other Government Departments with the ability to influence, change and impact decisions through those relationships.
  • Have an ability to work at pace and deal with several priority issues to competing deadlines.
  • Be comfortable reviewing and managing data.
  • Have an awareness of financial propriety and appropriate use of managing public funds.
  • Be a key strategic thinker who can see the aggregated risks but also be comfortable in the detail.
  • Possess sound political acumen.

  • The Job holder should be a skilled and experienced leader who can demonstrate that they have led teams through challenging times. Experience of leading Military colleagues is desirable.

  • Excellent verbal and written communication skills, and experience of engaging and influencing senior stakeholders to drive decision making.
  • Experience of working with and reviewing data.

Desirable criteria

  • Previous experience of working with people data.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
