Job Description

Acquisition Agents will be responsible for managing and negotiating the acquisition of property rights for transportation projects in accordance with applicable right-of-way policies and procedures, the Uniform Act and State Act, preparing and presenting offer packages, conducting negotiations, working with owner representatives (attorneys), communicating with agency representatives, coordinating acquisition services and documenting negotiation activities (diary). The agent will participate in field meetings with property owners and/or their representatives, conduct inspections and assess potential impacts to property acquisitions and project timelines.

Relocation Agents will be responsible for providing comprehensive relocation assistance services to residential or commercial displacees, in accordance with applicable relocation policies and procedures, the Uniform Act and State Act. The relocation agent will prepare notices, explain relocation assistance and eligibility requirements, conduct interviews, prepare claims, administer payments, provide on-going advisory assistance, and maintain case logs. The agent will participate in field meetings with residential or commercial tenants, and/or their representatives, conduct inspections and report relocation status.

Key Responsibilities

Acquisition Agents:

Prepares offer letters, purchase agreements and other property acquisition and conveyance documents.

Communicates and negotiates with property owners or their or their representatives and explains acquisition requirements.

Adheres to project schedules, deadlines and submission requirements in accordance with client policies and procedures.

Coordinates acquisition activities with agency representatives and attorneys and ensures timely acquisition delivery or condemnation activities.

Maintains detailed case logs and works closely with management for status updates.

Reviews and analyzes agency and owner/independent appraisal reports (including F&E and Goodwill) for use in negotiated acquisitions or condemnation actions.

Coordinates escrow activities with property owners, agency representatives and escrow holders.

Reviews title reports to ensures properties are acquired free of liens and encumbrances in accordance with client requirements.

Coordinates with partner agencies including railroads, utilities or other public agencies as necessary.

Relocation Agents:

Provides relocation assistance services for residential tenants, businesses, farms, and non-profit organizations.

Prepares relocation assistance notices, meets with displacees and explains the relocation program, assistance and claim processes.
Interviews displacees to assess special needs and relocation requirements.
Assesses relocation eligibility; prepares claim forms; processes payments.
Conducts property searches for replacement locations based upon individual requirements.

Coordinates with moving companies, property management companies, and monitors moves on site.

Conducts occupancy inspections and ensures replacement locations meet DS&S requirements.
Provides ongoing advisory assistance services.

Experience

Any combination of education and experience which would provide the required knowledge and abilities including graduation from an accredited four-year college or university with a degree in business administration, real estate, or a closely related field AND 3-5+ years of progressively responsible experience negotiating for the acquisition of real property and rights of way for public use or performing relocation services and other right of way functions.

Knowledge

The laws and procedures governing acquisition or condemnation of property and rights of way for public use; and property values. Working knowledge of the laws and procedures pertaining to the lease and sale of public land; the principles and techniques of property management; AND/OR the principles, and procedures pertaining to relocation.

Ability to

(Acquisition) Follow right of way acquisition programs under state and federal regulations; interpret, explain, apply applicable laws, rules and regulations; conduct complex and high value negotiations; interpret construction maps, complex appraisals, legal descriptions, and other legal documents as necessary. Prepare and present effective oral and written presentations; maintain cooperative public relations.

Requirements

Possession of a valid CA Real Estate License (For Acquisition Agents ONLY).

Possession of a valid California Class C Driver's License, auto insurance, and current vehicle registration.

Professional office/workspace, desk, Internet connection, printer.

Office Equipment: Professional Laptop, monitor(s), Microsoft Office including Word and Excel.
