Senior On-Site HSE Manager - Data Center Construction

Zusammenfassung

ENKA Investment AG is seeking an HSE Manager for its planned data center project in Beringen, Schaffhausen. You will lead site health, safety and environmental management across construction and commissioning, collaborating with local leadership and ENKA's headquarters HSE team in Istanbul.

This role requires extensive HSE leadership, risk assessment, incident investigations and multilingual communication in English and Turkish, with German as a plus for site coordination.

Qualifikationen

• Degree or recognized professional diploma in occupational health and safety, engineering or related field.
• 10+ years of construction HSE experience, including at least 3 years in a leadership role managing HSE personnel and coordinating multiple subcontractors on a major project.
• Experience in energization or commissioning while construction activities were still in progress; understanding transition from construction to live systems.
• Understanding of CSA/MEP construction risks, risk assessment, work permits and hazardous energy controls.
• Proven ability to lead investigations and secure corrective action under pressure.
• Professional working proficiency in English and Turkish; German a plus for local coordination.
• Strong reporting and document management skills, with experience using digital HSE systems.

Aufgaben

• Lead the project Health, Safety and Environment programme from mobilization through installation, energization, commissioning and handover.
• Develop and maintain the site HSE plan, responsibilities, risk registers and assurance arrangements.
• Collaborate with Design Manager and construction leads to review design risks and safe access.
• Coordinate subcontractor HSE plans, inductions and method statements; ensure interfaces are addressed.
• Monitor high-risk construction activities and enforce controls.
• Work with electrical/commissioning leads on permit to work and hazardous energy control.
• Ensure safety arrangements cover heavy plant, generators, cooling equipment and hazardous substances.
• Maintain site presence through inspections, audits and workforce engagement; stop unsafe work.
• Lead incident and near-miss investigations and track corrective actions.
• Coordinate occupational health controls and environmental measures (dust, noise, waste, water).
• Develop emergency arrangements and drills; adapt plans as conditions change.
• Coach HSE personnel and subcontractor supervisors in a multilingual workforce.
• Attend daily coordination meetings with Istanbul HQ HSE team and provide risk updates.
