Manager, Allocation & Modelling - GL E - Defined Duration Until December 2029

Location: Geneva, Switzerland

The Manager, Allocation and Modelling leads the Global Fund's allocation methodology and strategic modelling capabilities, ensuring that quantitative evidence informs how resources are prioritized and invested to maximize impact. The role provides strategic leadership across allocation, portfolio optimization and disease-specific modelling, developing and applying analytical approaches to inform organization-wide investment choices, resource allocation, introduction of programmatic interventions and external communications materials.

The role leads the development, implementation, evolution and reporting of the Global Fund's allocation methodology, which runs on a three-year cycle and determines the funding available to eligible country disease programs. It also builds the Global Fund's in-house modelling capacity to support investment decisions at intervention, portfolio and corporate level, and supports development of the Investment Case. The Manager engages closely with external modelling partners and technical experts, and is responsible for the appropriate use of AI and emerging analytical tools, with quality assurance and expert judgement. The Manager also leads and develops the Allocation & Strategic Modelling team.

Key Responsibilities
  • Lead and develop the allocation and strategic modelling capability, setting direction and priorities and establishing scenario modelling approaches to inform resource allocation, portfolio optimization and investment decisions.
  • Lead the development, evolution and implementation of the allocation methodology, including securing Board approval for the methodology and policies for the upcoming cycle and overseeing the allocation formula.
  • Oversee end-to-end allocation execution, including scenario analysis, Board and Strategy Committee approvals, qualitative adjustments, country allocation outcomes and reporting.
  • Provide strategic advice to senior leadership and governance, translating complex modelling evidence into clear investment choices; lead engagement with technical and community partners and external modelling groups.
  • Represent the Global Fund at external and internal fora on allocation, modelling and evidence-driven investment.
  • Lead disease-specific and cross-portfolio modelling and provide inputs for the Global Fund Investment Case.
  • Step change the in-house strategic modelling capability, including tools, processes, standards and quality assurance, and establish a demand-driven modelling approach.
  • Drive innovation in modelling, including responsible use of AI and emerging analytical tools.
  • Lead and develop the Allocation & Strategic Modelling team.
  • Manage tracking and reporting of the allocation financial waterfall, from country-level program splits to reconciliation of final grant amounts.
Qualifications and Experience
  • Advanced university degree (Master's or equivalent) in health economics, public health, economics, international/public affairs or a quantitative discipline, or equivalent combination of qualifications and experience.
  • Significant experience leading quantitative and qualitative analysis, modelling or scenario development to inform resource allocation and investment prioritization in a global health or development context.
  • Experience using or overseeing digital tools (Excel modelling, Python or other quantitative tools).
  • Strong experience in global health financing and investment prioritization, with understanding of malaria, TB, HIV/AIDS or health systems strengthening.
  • Demonstrated experience working with technical partners and modelling groups, and representing an organization in external technical fora.
  • Proven track record managing projects and leading teams on complex analyses under tight timelines; ability to manage politically sensitive, high-stakes situations.
  • Desirable: over 8 years of relevant experience, over 4 years in senior professional/managerial positions in global or public health, and experience applying AI or automation to modelling and decision support.
  • Languages: excellent English, preferably good working French.
