Job purpose: The Director of Human Resources provides strategic leadership and oversight for the UPU's human resources function. This involves formulating and advising on HR policies, initiating and directing HR programs, and making key administrative and operational decisions for the Human Resources Directorate. The role contributes to a cohesive working climate and promotes a positive, inclusive, and respectful workplace culture. The Director ensures HR practices support an effective, motivated, and high-performing workforce, aligning with UN system standards and organizational priorities.

Responsibilities: The Director of Human Resources is responsible for strategic leadership and oversight of the HR function. Key duties include formulating HR policies and strategies, providing expert advice to executive management, and directing HR programs and activities. This involves managing recruitment, career development, training, performance evaluations, compensation, and staff welfare in line with UN standards. The role includes overseeing the HR Directorate's operations, budget, and project supervision, including digital transformation initiatives. The Director also manages staff, prepares work plans, and ensures effective team performance. Responsibilities extend to representing the organization in internal and external HR forums, including negotiations with staff representatives and high-level contacts with UN agencies.

Education: A Master’s degree or equivalent from a recognized university in Human Resources Management, Law, Social Sciences, or a related field is required. This academic background provides the foundational knowledge necessary for strategic HR leadership.

Work experience: A minimum of 12 years of experience at a management level in Human Resources is required. This experience should be within an international organization, public administration, or the private sector, demonstrating a proven track record in leading HR functions.
