• Formulate guidelines and strategies covering HR policies of the Universal Postal Union (UPU) and the Human Resources Directorate (DRH), providing related authoritative advice to the Executive Management and staff.
• Initiate, plan, coordinate and direct HR programmes and activities of the DRH through subordinate managers and experts.
• Make decisions on administrative and operational matters covering the DRH.
• Represent the organization at various bodies, forums and events.
