Job description

Who we are at FCM: The Federation of Canadian Municipalities (FCM) is the national voice of local governments, representing their interests with the federal government. With over 2,000 members, including Canada’s largest cities, small urban areas, rural and remote communities, as well as 20 provincial and territorial municipal associations, FCM represents more than 90% of the country’s population. Through its advocacy, funding offers and diverse programs, FCM’s work has a direct impact on Canadians’ quality of life. At FCM, we are committed to making the communities Canadians live in more prosperous, sustainable, and equitable. We aspire to be deeply respectful, collaborative, empowering and inclusive. All leaders in the organization embrace these values, the corporate culture and the passion for FCM’s mission.

About This Role

The Workday Adaptive Planning Consultant provides specialized functional and technical expertise to support the design, configuration, testing, deployment, and stabilization of FCM’s Workday Adaptive Planning solution as part of ERP Phase II. Working with Finance, People and Culture, Information Technology, Workday, and project stakeholders, the consultant translates planning and reporting requirements into practical system solutions that strengthen budgeting, forecasting, workforce planning, scenario modelling, management reporting, and financial analytics. The role is responsible for ensuring that the configured solution is accurate, secure, supportable, and aligned with approved business requirements and financial management practices.

Requirements and Solution Design

Lead requirements-gathering, process review, and solution-design workshops with business owners, subject matter experts, and project stakeholders. Translate business, financial, workforce, reporting, and control requirements into documented functional and technical solution designs. Assess current planning practices, identify gaps and dependencies, and recommend practical approaches that align with the capabilities of Workday Adaptive Planning. Define model structures, dimensions, versions, levels, accounts, assumptions, calculation logic, workflows, security requirements, and reporting needs. Maintain traceability between approved requirements, configuration decisions, test scenarios, and delivered functionality.

Configuration and Model Development

Configure and enhance Workday Adaptive Planning models, dimensions, sheets, versions, accounts, formulas, allocation logic, assumptions, workflows, and security. Design and implement solutions for operating and capital budgeting, forecasting, workforce planning, scenario planning, and management reporting. Configure planning models that appropriately reflect FCM’s Chart of Accounts, organizational structures, restricted and unrestricted funds, cost allocations, financial statements, and workforce data. Build dashboards, reports, key performance indicators, planning views, and executive reporting packages that are clear, accurate, and sustainable. Apply sound configuration, naming, documentation, and change‑control practices to support maintainability and knowledge transfer.

Data, Integration and Reconciliation

Define source-to-target data mappings, transformation requirements, validation rules, and reconciliation controls for data exchanged between Workday Adaptive Planning and connected enterprise systems. Work with technical resources and vendors to support the design, build, testing, and troubleshooting of data integrations and scheduled data loads. Validate source data, investigate discrepancies, and support cleansing, conversion, reconciliation, and correction activities. Confirm that financial and workforce information is complete, accurate, appropriately secured, and consistent across planning, reporting, and source systems. Document data flows, integration dependencies, reconciliation procedures, and issue‑resolution steps.

Testing, Deployment and Stabilization

Develop and execute configuration, functional, integration, regression, security, and end-to-end test scenarios. Support User Acceptance Testing by preparing test materials, coordinating defect review, resolving configuration issues, and validating corrections. Manage assigned defects and decisions through resolution, including root‑cause analysis, impact assessment, remediation, retesting, and documentation. Support deployment readiness, cutover planning, production migration, go‑live activities, and post‑production stabilization. Monitor solution performance and data outcomes after deployment and recommend corrective or preventive actions where required.

Documentation, Knowledge Transfer and Collaboration

Prepare and maintain solution designs, configuration workbooks, decision logs, process documentation, data mappings, test evidence, support procedures, and knowledge articles. Provide demonstrations, working sessions, and knowledge‑transfer activities for system administrators, business owners, super users, and support teams. Explain system options, constraints, risks, and design decisions in clear language to both technical and non-technical audiences. Collaborate with internal teams, Workday, implementation partners, and other vendors to coordinate deliverables, dependencies, issue resolution, and quality assurance. Provide regular status updates and promptly identify risks, decisions, and dependencies that may affect scope, schedule, quality, security, or operational readiness.

Knowledge and Experience
  • Post-secondary education in finance, accounting, business administration, information systems, computer science, or a related field, or an equivalent combination of education and relevant experience.
  • Significant hands‑on experience implementing, configuring, and supporting Workday Adaptive Planning in complex organizations.
  • Experience with Workday Financial Management and Workday Human Capital Management.
  • Demonstrated experience designing and configuring planning models, dimensions, sheets, versions, accounts, formulas, workflows, security, reports, dashboards, and workforce planning solutions.
  • Strong knowledge of budgeting, forecasting, financial planning and analysis, scenario planning, management reporting, and financial statement concepts.
  • Knowledge of General Ledger structures, Chart of Accounts, restricted and unrestricted funds, cost allocations, organizational hierarchies, and workforce‑related planning data.
  • Experience with data mapping, integrations, transformation, validation, reconciliation, conversion, and troubleshooting across cloud‑based enterprise systems.
  • Experience developing and executing functional, integration, regression, security, and User Acceptance Testing activities for enterprise system implementations.
  • Experience supporting deployment, cutover, go‑live, production stabilization, and transition to operational support.
  • Ability to analyze complex requirements and data, identify root causes, evaluate options, and communicate practical recommendations.
  • Strong facilitation, documentation, stakeholder‑management, and communication skills, with the ability to work effectively with both technical and non-technical audiences.
  • Ability to manage multiple priorities, work independently, meet project deadlines, and operate effectively in a fast‑paced implementation environment.
Assets
  • Workday Adaptive Planning certification.
  • Experience supporting integrations between Workday Adaptive Planning and enterprise finance, HR, payroll, reporting, or data platforms.
  • Experience with ERP transformation or other large‑scale enterprise implementation programs.
  • Professional accounting, financial planning, business analysis, project management, or related certification.
  • Bilingualism in English and French.
