Federation of Canadian Municipalities (FCM) is seeking a Talent Acquisition Officer to drive end-to-end recruitment across departments. You will actively participate in campaigns, use social media and direct sourcing, and provide interview coaching while promoting equitable hiring practices.
Hybrid role based in Ottawa, with a focus on building a strong candidate experience and partnering with the People & Culture team to meet current and future talent needs in a diverse, inclusive environment.

Reporting to the Talent Acquisition Manager, the Talent Acquisition Officer will proactively support the recruitment of various roles across various departments and levels at FCM. The post holder will actively participate in recruitment campaigns, showcase FCM as an employer of choice, leverage best practices, and ensure proactive recruitment methods are deployed at FCM to ensure immediate and future talent needs are met. No formal management of staff is generally required for this role however delegation of work may be required to support special projects, on occasion. Manages external relationships as required to support programs and projects.
Develop processes that continuously improve key recruiting indicators including time-to-fill, cost of hire, candidate and hiring manager satisfaction scores, and quality of hires. Support the recruitment of various roles across various departments and levels at FCM.
Participate in the review of job descriptions and ensure that they accurately reflect the requirements of each role. Develop processes that continuously improve key recruiting indicators including time to hire, time-to-fill, cost of hire, candidate and hiring manager satisfaction scores, and quality of hires. Provide interview support (including coaching) to hiring managers and/or interview panelists (when required) and ensuring best practices are maintained throughout.
Develop effective relationships within the organization and externally to ensure smooth flow of recruitment campaigns.
3 to 5 years end-to-end recruitment experience across a broad range of business functions and levels ideally in a matrixed or complex environment. Experience in leveraging social media (e.g. LinkedIn, Indeed, Glassdoor) and/or professional platforms, direct sourcing and non-traditional recruitment means to attract and source candidates. In-depth experience using and administrating Applicant Tracking Systems, preferably Workday Experience in Early Talent Hiring, including CoOp Recruiting with post-secondary institutions. Experience in designing and implementing processes that deliver exceptional candidate experience throughout the recruitment process. Experience leading the review and continuous improvement of recruitment processes. Experience in reviewing recruitment procedures through an anti-racist, diversity and equity lens. Demonstrable experience in talent planning in tandem with workforce planning. Excellent work planning, time management, communication, and interpersonal skills. Ability to collaborate effectively with people from different cultural/diverse backgrounds. Ability to speak, write and communicate in English and French is required. Possession of a high degree of professionalism, integrity, and tact. Ability to maintain discretion and confidentiality.
Hybrid with a typical office environment at the FCM’s offices in Ottawa. This is for an existing position.
Salary Range: $75,577.00 - $85,413.00

While work is primarily virtual, occasional travel to our Head Office in Ottawa is expected. The majority of the team is based in the National Capital Region. The future of work at FCM includes a hybrid work model; therefore, this role will be a combination of virtual and on-site work. The successful candidate is required live within 80kms of downtown Ottawa, unless otherwise specified, and be authorized to work in Canada.
