Job summary

Confidential is seeking an experienced Urban Planner to advance land development projects from initial due diligence through municipal approvals, servicing coordination, permitting and construction readiness. This hands-on role requires developing approval strategies, coordinating consultants, and collaborating with municipalities and engineering teams.

You will own development applications, navigate processes, resolve challenges and move projects toward construction.

Qualifications

• Degree in Urban Planning, Land-Use Planning, Civil Engineering or related discipline.
• Minimum of 5 years of progressive experience in land development planning, municipal approvals or a related development role.
• Strong knowledge of Ontario’s land-use planning framework and municipal development-approval processes.
• Practical experience with zoning amendments, subdivisions, site plan applications, municipal agreements and permit coordination.
• Experience working for a private developer, construction company, planning consultancy or multidisciplinary engineering firm is strongly preferred.
• Strong negotiation, communication, organization and problem-solving abilities.
• Valid Ontario driver’s license and ability to attend project sites and municipal offices as required.

Job description

We are seeking an experienced Urban Planner to advance land development projects from initial due diligence through municipal approvals, servicing coordination, permitting and construction readiness.

This is a hands‑on individual-contributor position for someone who understands how to transform raw or underutilized land into an approved, serviced and buildable project. The successful candidate will develop approval strategies, coordinate multidisciplinary consultants, work directly with municipalities and collaborate with engineering, estimating, construction and senior leadership teams.

We are looking for a proactive planner who can take ownership of development applications, navigate municipal processes, resolve approval challenges and move projects toward construction.

Key Responsibilities:

Land Assessment and Development Strategy:

• Assess raw and underutilized land for zoning, permitted uses, density, servicing availability, access, environmental constraints and overall development potential.
• Conduct and coordinate planning due diligence to identify project risks, approval requirements, anticipated costs and development timelines.
• Review and interpret Official Plans, Secondary Plans, zoning by-laws, municipal standards and applicable provincial planning requirements.
• Develop practical planning and municipal-approval strategies.
• Advise senior leadership on project feasibility, risks, approval timelines and recommended next steps.

Municipal Approvals and Stakeholder Relations:

• Lead applications involving Official Plan Amendments, Zoning By-law Amendments, Draft Plans of Subdivision, Site Plan Approval, Minor Variances and Severances.
• Coordinate pre-consultation meetings, application submissions, resubmissions and responses to municipal comments.
• Act as the primary planning contact with municipalities, conservation authorities, regional agencies, utility providers and other approval bodies.
• Attend municipal meetings, public consultations, Committee of Adjustment hearings and Council meetings as required.
• Review planning reports, concept plans, site plans, subdivision plans and supporting technical studies.
• Track and assist with clearing approval conditions, municipal agreements and permitting requirements.

Project Coordination and Construction Readiness:

• Coordinate architects, engineers, surveyors, environmental consultants, transportation consultants, legal counsel and other project specialists.
• Maintain development schedules, consultant deliverables, approval trackers and project records.
• Ensure planning and design decisions consider project cost, schedule and constructability.
• Identify potential approval delays and development risks and recommend practical solutions.
• Support the transition of approved projects into estimating, procurement and construction.
• Remain involved during construction to help resolve municipal, planning and approval‑related issues.
