Job summary

TDS Personnel seeks a Development Manager to lead planning and development for low-rise projects in the GTA. You will guide the process from conception to completion, coordinating with internal teams, consultants, and municipal staff to deliver on time and within budget.

The Senior Development Manager will navigate complex regulatory requirements, drive design and approvals, and manage a diverse team to achieve value creation and project success.

Qualifications

• Minimum of 5 years of experience in real estate development, focusing on low-rise projects.
• Strong understanding of planning and development processes, zoning, municipal approvals, and regulatory frameworks.
• Experience liaising with Township staff, municipal authorities, County staff, and other government agencies.
• Excellent leadership and cross-functional team motivation and collaboration.
• Bachelor's degree in Urban Planning, Architecture, Engineering, Business Administration, or related field; Master’s degree is an asset.
• Professional designation or accreditation (e.g., P.Eng., PMP, RPP, LEED) is considered an asset.

Responsibilities

• Lead the planning and development process for low-rise projects from feasibility through completion, ensuring alignment with objectives, timelines, and budget.
• Oversee detailed design and manage the consulting team, including value engineering, servicing tendering, construction, and municipal assumption.
• Direct the construction of low-rise rental homes and coordinate with the Construction Manager to ensure on-site progress and issue resolution.
• Represent projects at landowner group meetings and manage landowner group issues related to pipeline sites.
• Build relationships with Township, municipal, and County staff and other stakeholders to secure approvals, permits, and variances.
• Coordinate a diverse team of consultants (architects, engineers, planners, legal) and maintain momentum throughout development.
• Conduct thorough due diligence assessments, feasibility studies, and risk analyses to identify opportunities and mitigate challenges.
• Develop relationships with landowners, investors, community groups, and government agencies to advance project interests.
• Provide strategic input to senior leadership on feasibility, market trends, development opportunities, and value optimization.
• Monitor timelines, budgets, and milestones, and address issues to keep projects on track and maintain quality.
• Stay updated on industry trends, regulatory changes, municipal policies, and best practices to drive process improvements and innovation.

Our client within real estate development requires a Development Manager to join their team. As the Senior Development Manager, Planning/Development, you will play a pivotal role in overseeing the planning and development of low-rise projects from conception through to completion. Leveraging your extensive experience in the suburban GTHA market, you will work closely with internal teams, external consultants, municipal and County staff, and other key stakeholders to navigate complex regulatory processes, mitigate challenges, and ensure the successful design, development, and approval of projects on time and within budget.

Key Responsibilities

• Lead the planning and development process for low-rise projects, from initial feasibility and due diligence through to project completion, ensuring alignment with company objectives, timelines, and budgetary requirements.
• Oversee detailed design and manage the consulting team, including value engineering of initial designs, directing servicing tendering and construction, and driving the municipal assumption process.
• Oversee the construction of low-rise rental homes, directing the architect and design team and collaborating closely with the Construction Manager to deliver successful projects. Maintain vigilant oversight of progress on site and proactively identify and resolve potential issues.
• Represent projects at landowner group meetings, assist with strategic priorities, and manage landowner group issues related to pipeline sites.
• Build and maintain strong relationships with Township staff, municipal authorities, County staff, and other stakeholders to secure necessary approvals, permits, and variances while effectively navigating regulatory and zoning requirements.
• Manage and coordinate a diverse team of consultants, including architects, engineers, planners, and legal advisors, fostering collaboration and maintaining momentum throughout the development process.
• Conduct thorough due diligence assessments, feasibility studies, and risk analyses to identify opportunities, assess project viability, and mitigate potential challenges throughout the development lifecycle.
• Develop and maintain strong relationships with key stakeholders, including landowners, investors, community groups, and government agencies, representing the company's interests and fostering positive working relationships.
• Provide strategic input and recommendations to senior leadership regarding project feasibility, market trends, development opportunities, and opportunities for optimization and value creation.
• Monitor project performance against established timelines, budgets, and milestones, proactively identifying and addressing issues to ensure projects remain on track and quality standards are maintained.
• Stay current on industry trends, regulatory changes, municipal policies, and emerging best practices, continuously seeking opportunities to enhance processes, improve efficiencies, and drive innovation within the organization.

Qualifications

• Minimum of 5 years of experience in real estate development, with a focus on low-rise projects within the GTA/GTHA market.
• Proven track record of successfully managing complex development projects from inception through to completion, with a strong understanding of planning and development processes, zoning requirements, municipal approvals, and regulatory frameworks.
• Passion for low-rise real estate development, deep curiosity, a relentless approach to creating value, and a roll-up-your-sleeves mindset.
• Extensive experience liaising with Township staff, municipal authorities, County staff, and other government agencies, with a demonstrated ability to navigate bureaucratic processes and secure necessary approvals.

• Strong quantitative and analytical abilities, with keen attention to detail and the ability to conduct thorough due diligence assessments, financial analyses, and risk evaluations.
