Job summary

Metrolinx is seeking a Project Manager for an Alliance project to deliver capital railway transit infrastructure, overseeing planning, design, procurement, construction, commissioning and handover. You will manage rail access, permits, risk, and stakeholder relationships while ensuring on-time, on-budget delivery.

Qualifications

  • Completion of a degree in Architectural, Engineering or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Progressive experience in engineering and/or project management services in planning, design and implementation of complex projects, preferably in the public sector
  • Experience in transit infrastructure including structures, bridges, tunnels, and civil works is an asset.
  • PMP certification or partial completion is an asset
  • Knowledge of construction management practices and claims management is an asset; manage multi-disciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out
  • Strong stakeholder management and relationship building is considered an asset
  • Organizational, interpersonal and oral/written/presentation communication skills to coordinate complex multi-disciplinary projects under pressure to meet schedule and budget commitments
  • A valid Ontario "G" Driver’s Licence is required for regular site visits.

Responsibilities

  • Lead all Metrolinx Work Plan submissions and approvals, ensuring compliance with corporate policies, procedures, and governance requirements.
  • Manage all Rail Corridor Access for the project, including reviewing and validating railway flagging invoices and timesheets, ensuring Railway Flaggers comply with project site rules, safety requirements, and operational standards, tracking access utilization, and maintaining issue logs and planned-versus-actual access records to support cost control and performance monitoring.
  • Develop and maintain Construction Work Zone (CWZ) risk assessments.
  • Present schedule updates at Level 2 Metrolinx coordination meetings for all activities occurring within 30 feet of the rail corridor.
  • Lead the acquisition and coordination of external permits with municipalities, utility companies, and other external agencies as required.
  • Act as a peer reviewer for construction documentation to ensure compliance with Metrolinx standards, specifications, and project requirements.
  • Manage and coordinate project delivery with the design and construction teams as an embedded member of a collaborative Alliance team.
  • Review consultant proposals and contractor submittals, providing recommendations on project solutions that align with strategic objectives, project requirements, and business goals.
  • Lead project planning, scheduling, and coordination activities, ensuring alignment between design, construction, rail access requirements, permit approvals, and project milestones.
  • Monitor project scope, budget, schedule, and key performance indicators, providing regular reporting and recommendations to support informed decision-making.
  • Identify, assess, and manage project risks, issues, and opportunities, maintaining risk and issue registers and coordinating mitigation and resolution strategies.
  • Coordinate change management processes, including the review, assessment, documentation, and tracking of project changes, impacts, and approvals.
  • Build and maintain collaborative relationships with Metrolinx representatives, Alliance partners, contractors, consultants, railway operators, utility providers, municipalities, and regulatory agencies.
  • Promote a culture of collaboration, continuous improvement, safety, and accountability across project teams while supporting Alliance principles and best-for-project decision-making.
  • Foster effective stakeholder management by establishing clear communication channels, managing expectations, negotiating solutions to competing interests, and ensuring stakeholder concerns are addressed in a timely and professional manner.
