Job summary

Metrolinx is seeking a Project Manager within our Capital Projects Group GO/UP team to lead planning, design, and construction of transit projects. You will manage multiple complex initiatives from planning through commissioning, coordinate with internal and external stakeholders, monitor budgets and schedules, and ensure quality and safety standards on site visits and during procurement processes.

Experience in public sector projects and PMP or equivalent is preferred; willingness to travel for

Qualifications

  • Degree or equivalent with strong PM experience in large-scale public works.
  • Experience managing planning, design, construction and commissioning.
  • Knowledge of transit facilities and railway infrastructure is an asset.
  • Ability to manage schedules, budgets and quality under pressure.
  • Experience supervising staff and coordinating with multiple stakeholders.

Job description

Contract up to 11 months (August 2027)

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our CPG GO/UP team is looking for a Project Manager to join the team! You will provide technical expertise and administration of planning, engineering, design, and construction of transit infrastructure projects. This may include supporting the successful delivery needs following Metrolinx’s guidelines and requirements, i.e., final completion activities, managing deficiency rectification, and coordinating civil works, contractors and developers. The Project Manager will provide site presence, conduct site walks, verify progress, and document conditions.

What will I be doing?
  • Manage multiple complex projects from planning stages to commissioning and closeout, consistent with corporate commitments (budget, schedule, quality, risk etc.).
  • Coordinate the tender and award of contracts, property requests for acquisitions, purchase orders, change orders for supply/construction contracts and addenda for consultant assignments.
  • Review and assess project engineering, construction and contingency costs, and forecasts timeframes for project implementation and funding expenditures, including monitoring and project reporting through the use of advanced financial/project management software.
  • Facilitate subject matter expert review and evaluation of consultant studies, reports, design proposals, specifications and contract documents for compliance with Metrolinx policies, procedures and standards, and any other applicable industry guidelines or practices.
  • Manage projects involving effective coordination and liaison with many internal and external stakeholders – including other areas of the Capital Projects Group and other Metrolinx departments, municipal partners, third parties and Railways.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in project management, preferably within the public sector
  • Demonstrated experience in managing projects involving planning, design, construction, and commissioning of large scale and complex industrial, commercial, or institutional works.Relevant experience in transit facilities, heavy Railway infrastructure, bridges, structures, and related works is considered an asset.
  • Demonstrated project management skills and experience to manage complex projects under pressure to meet schedule, budget, and quality requirements.
  • Demonstrated experience and application of supervisory principles and practices to supervise staff.
  • Knowledge of procurement processes, particularly Design and Build/Joint Venture, Construction Manager at Risk would be an asset, in order to identify opportunities for improvements and cost savings, and budget management skills to plan and monitor departmental budgets.
  • Knowledge of contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to operating Railway environment.
  • Interpersonal and oral/written/presentation and strong communication skills to liaise with all levels within the organization and on construction sites.
  • Project Management Professional (PMP) certification; Certified Engineering Technician (CET); Licensed Architect (OAA) designations or P.Eng. designation (or partial completion) is an asset
  • Project specific requirement for visits to construction sites (CPG) during working hours and visits during evenings, weekends and/or holidays, as required.
  • A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle) for regular site visits.
