Job summary

Metrolinx, a government agency in Ontario, is seeking a Project Manager to support the delivery of rapid transit capital projects across the Greater Toronto and Hamilton Area. You will coordinate planning, design, procurement, construction and closeout with internal teams, consultants, contractors and stakeholders.

The role emphasizes program‑level delivery, risk and cost management, and ensuring compliance with contractual and safety standards.

Qualifications

  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in project management, preferably within the public sector.
  • Experience delivering capital construction projects through planning, design, procurement, construction, commissioning and closeout.
  • Experience coordinating multidisciplinary teams with internal stakeholders, consultants, contractors, clients and external agencies.
  • Working knowledge of construction contracts and contract administration activities.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Rapid Transit Program Delivery department is looking for a Project Manager to join the team! Reporting to the Senior Project Manager, you will support the delivery of capital projects, work packages and program-level initiatives of varying scale and complexity through planning, design, procurement, construction, commissioning and closeout. This role will coordinate and monitor assigned activities and translate project and program objectives into practical delivery plans that incorporate functional, technical, operational, schedule, cost, risk and contractual requirements.

What will I be doing?
  • Support the efficient delivery of rapid transit infrastructure projects and project elements through planning, preliminary design, detailed design, preparation of contract documents, procurement, construction, contract management, commissioning and closeout activities.
  • Coordinate the day-to-day delivery of assigned projects and work packages under the direction of the Senior Project Manager, working with internal teams, consultants, contractors, clients and external stakeholders.
  • Work with project teams to monitor objectives related to scope, schedule, budget, quality, safety, engineering, design standards and reviews, technical specifications, document control, resource requirements and stakeholder commitments.
  • Maintain project-management documentation, including project schedules, budgets, risk and issue registers, action logs, decision logs, change logs and status reports.
  • Support the administration of construction and professional services contracts, including requests for information, submittals, proposed changes, payment applications, schedule updates, deficiencies, warranty items and closeout documentation.
  • Develop and deliver project reports, presentations and briefing materials outlining project plans, progress, risks, issues and proposed resolutions for stakeholders and management.
  • Apply a program-level perspective to project issues and interfaces and contribute to initiatives related to procurement improvement, contract management, contractor performance, lessons learned, process standardization, innovation and continuous improvement across Rapid Transit projects.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in project management, preferably within the public sector
  • Demonstrated experience supporting the delivery of capital construction projects through one or more project phases, including planning, design, procurement, construction, commissioning and closeout.
  • Experience coordinating multidisciplinary teams, including internal stakeholders, consultants, contractors, clients and external agencies.
  • Working knowledge of construction contracts and contract administration activities, including requests for information, submittals, changes, payment applications, schedule monitoring, deficiencies, warranty and closeout requirements.
  • Ability to review and interpret drawings, specifications, estimates, schedules, reports, proposals and contract documents, and apply project management principles related to scope, schedule, cost, risk, quality and change management.
  • Experience supporting construction procurement activities, including scope development, tender documentation, bidder clarifications, evaluations and award recommendations, and knowledge of vendor rosters or similar program-wide procurement arrangements, is considered an asset.
  • Experience delivering varied construction works in support of rapid transit or public infrastructure, including civil, structural, architectural, building systems and facility improvement projects, is considered an asset.
  • Strong organizational, coordination and follow-up skills, with the ability to manage multiple assignments, work independently and recognize when matters require escalation or additional direction.
  • Analytical and problem-solving skills to assess project information, identify risks and issues, and develop practical recommendations for review by senior project leadership.
  • Effective written, oral, presentation and interpersonal skills to communicate project status, issues, options and recommendations to project teams, stakeholders and management.
  • A Professional Engineer of Ontario (P.Eng.), Registered Architect (OAA), Planning designation or Project Management Professional (PMP) designation is considered an asset.
  • A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle) for regular site visits.
