Job summary

CIHI is hiring a Transformation Project Manager to lead strategic transformation initiatives within the Transformation Office. The role focuses on detailed planning, benefits realization, and cross-functional collaboration to drive measurable value.

Three contract positions are available: one fixed-term through March 31, 2027, and two one-year contracts. Primary locations are Toronto or Ottawa, with occasional travel.

Qualifications

  • PMP designation required or in progress.
  • Agile/Scrum Master certification is an asset.
  • Minimum 5 years of experience managing medium to large-scale projects or programs with enterprise-wide impact.
  • Experience delivering strategic initiatives and navigating ambiguity.
  • Experience integrating change management and benefits realization.
  • Experience with IT-heavy projects (web, data, architecture, applications, infrastructure, cloud).
  • Experience with project portfolio management and agile project management.
  • Experience in Transformation Office, strategy or consulting is an asset.
  • Proven track record of on-time, on-budget delivery.
  • Strong communication, facilitation, negotiation and interpersonal skills.
  • Ability to lead multidisciplinary teams in a matrix structure.
  • Excellent organizational and time management skills.
  • Strong analytical and problem-solving abilities.

  • Proficiency in project management tools and methodologies.
  • Familiarity with healthcare/not-for-profit environments is preferred.

Responsibilities

  • Develop and maintain project charters, detailed plans and implementation activities.
  • Lead benefits realization and change management plans aligned with strategy.
  • Lead project lifecycle: initiation, planning, execution, monitoring, controlling and closing.
  • Manage scope, schedule, budget, resources, risks and issues; implement mitigations.
  • Secure technical, business and corporate resources from functional authorities.
  • Foster cross-functional collaboration in a matrix environment.
  • Monitor and report project health and progress with data-driven decisions.
  • Capture insights and lessons learned to drive continuous improvement.
  • Contribute to portfolio planning, prioritization and capacity optimization.
  • Act as PM ambassador, advancing project management practices.
  • Coach teams in Agile, iterative delivery and outcome-based planning.

Why is this role important?

The Transformation Project Manager leads the delivery of strategic transformation projects that advance CIHI’s organizational priorities. This role is responsible for developing and managing detailed project plans, budgets, schedules, resources, risks, and stakeholder engagement. Beyond core project delivery, the Transformation Project Manager supports alignment between strategy and execution, ensuring projects deliver measurable value and sustainable change.
Working within the Transformation Office, this role partners with business and technical leaders to shape initiatives, navigate complexity and enable cross-functional collaboration. The Transformation Project Manager emphasizes outcomes over outputs, integrating change management, agile delivery and continuous improvement practices to support successful adoption and long-term impact.
This posting will be used to staff three contract positions: one fixed-term contract ending March 31, 2027, and two one-year contracts.

What you'll do

1. Develop and maintain project charters, detailed plans, and implementation activities in alignment with CIHI’s project management standards.
2. Lead the development and integration of benefits realization and change management plans, ensuring project outcomes are aligned with strategic objectives, and measurable value is delivered post-implementation.
3. Lead project life cycle activities including initiation, planning, execution, monitoring, controlling, and closing.
4. Manage project scope, schedule, budget, resources, risks, and issues; implement mitigation and corrective actions as needed.
5. Liaise with functional authorities to secure technical, business, and corporate support resources.
6. Facilitate cross-functional collaboration across a matrix environment, ensuring timely resolution of outstanding issues.
7. Monitor and report on project health and progress, using data to inform decision-making and course corrections.
8. Foster a culture of continuous improvement by capturing insights, lessons learned across projects.
9. Contribute to portfolio-level planning and prioritization, supporting sequencing, dependency management and optimization of organizational capacity.
10. Act as a project management ambassador, contributing to the evolution of project management discipline and training within the organization.
11. Coach and support teams in modern delivery approaches, including Agile, iterative delivery and outcome-based planning.

What you’ll bring to the table

Undergraduate degree in a relevant discipline such as Project Management, Business Administration, or equivalent combination of education and related experience.
Completion of, or actively working towards, Project Management Professional (PMP) designation required.
Agile and/or Scrum Master certification is an asset.
Minimum of 5 years experience managing medium to large-scale projects or programs, with enterprise-wide impact.
Demonstrated experience delivering strategic initiatives, including navigating ambiguity and evolving priorities.
Experience integrating change management and benefits realization practices within projects, ensuring alignment between project deliverables, business outcomes, and end-user adoption.
Experience managing projects with significant Information Technology components, including enterprise solutions (e.g., web, data, architecture, applications, infrastructure, cloud).
Experience with project portfolio management.
Agile project management experience.
Experience working in or with a Transformation Office, strategy function, or in a consulting environment is an asset.
Proven track record of delivering projects on time and within budget.
Strong interpersonal, facilitation, consultation, negotiation, and communication skills (written, verbal, and presentation).
Ability to work collaboratively in a matrix management structure and lead multidisciplinary teams.
Excellent organizational and time management skills with the ability to manage multiple competing priorities.
Strong analytical, problem-solving, and decision-making abilities.
Ability to mentor and develop others.
Proficiency in project management tools and methodologies.
Familiarity with healthcare industry and not-for-profit environments is preferred.

Additional Requirements

Primary locations: Toronto or Ottawa.
Occasional travel may be required.

Fluency in English is required, bilingualism in both official languages is an asset.
