Job summary

The Branch and Office

The System Planning Branch establishes the long-term transportation vision for Ontario. It develops forward-looking plans and policies that integrate all transportation modes. Within the branch, the Systems Analysis and Forecasting Office supports this work by developing and implementing leading approaches to travel demand modelling, analytics/visualizations and data collection to inform both policy and planning work. This work aids in improving the transportation system's connectivity, efficiency and accessibility.

About the job

In a team of 13, you will:

• Lead and coordinate the analysis, data collection, and travel demand modelling in support of provincial transportation, land use and environmental policies, long-range transportation planning, and infrastructure prioritization that influence (positively impact) and address major issues in Ontario's transportation network

• Conducts expert technical analysis and provides evidence-based data and information that supports the development of innovative strategies and proposals to promote the ministry's transportation policy objectives

• Motivates, mentors, and provides technical leadership to a team of professionals, including determining work priorities, and coordinating work activities

• Provide technical advice and expertise to senior management, the Deputy, and the Minister

• Develop and foster effective relationships/partnerships, while considering diverse interests

What you bring to the team

Technical and transportation knowledge:

You have the ability to demonstrate:

• knowledge of the linkages between economics, land use, transportation planning and policy issues

• experience in travel demand modeling, large-scale data collection, and analytics/visualizations to support transportation planning and policy, and recommend innovative research plans and processes.

• knowledge of core issues related to transportation planning, considering social, economic, environmental, and financial impacts.

Leadership and project management skills:

You have the ability to:

• plan, organize, and carry out technical work on concurrent major, multiple and complex transportation planning projects involving multi-disciplinary teams and interjurisdictional representatives

• complete project deliverables from initial concept through completion

• champion project management approaches, to lead teams and coach staff, and provide expert advice to management and clients on performance improvement

Research, evaluation and analytical skills:

You have the ability to:

• demonstrate sound judgment, sensitivity and a high degree of political acuity

• plan and coordinate research projects that incorporate policy, economic, demographic, and technical data

• undertake risk assessments, make recommendations and provide advice, including cost-benefit analysis

• assess the impact of technical analysis on policies/programs/projects against Ministry initiatives and goals

Interpersonal and communication skills:

You have the ability to:

• develop and foster effective relationships

• provide leadership and influence agreement among internal and external partners/stakeholders with diverse interests and views

• represent the ministry and convey complex and technical issues in plain language

• prepare reports, presentations, business cases and briefing notes in a clear and concise manner

You have the ability to:

• seek out and effectively analyze information to understand key technical issues to identify potential solutions that could impact our business

• facilitate resolution of contentious issues working collaboratively with internal and external partners/stakeholders
