Job description

Are you a results-driven leader ready to make a tangible impact on City operations? As our Supervisor, Operational Purchasing and Administration, you'll oversee the team responsible for all operational purchasing and administration, ensuring our essential services – from Fire and Police to Transit – have the critical parts and materials they need, often on a 24-hour turnaround. You'll be instrumental in developing your team in cutting-edge purchasing practices, market analysis, and advanced reporting (SAP Ariba, ECC). This role offers significant independence to drive compliance and foster cross-functional collaboration, ultimately ensuring the continuous operation and effective planning for the City's extensive fleet.

What will you do?

  • Oversight of Operational Purchasing workload management for Supply Chain Contracts to the value of c. $354 Million, and Local Orders worth $20 million annually
  • Ensure all purchasing processes, transactions and external business relations are in accordance with policy guidelines, procedures and the highest of ethical standards and provide professional purchasing and related advice to City's departments and counsel them regarding such matters, adjusting processes to meet changing business needs where appropriate
  • Handle the highly complex issues escalated by other team members that require more thorough expertise, knowledge, stakeholder and/or supplier management, or of higher operational/financial risk
  • Ensure purchase orders are approved within delegated purchasing approval limits and are in accordance with the approval hierarchy to ensure completeness and compliance
  • Develop and implement processes and guidelines relating to operational purchasing activities
  • Develop and manage control reports and system data cleansing activities
  • Lead purchasing staff interactions with suppliers and internal customers as required
  • Supervise, administer, and coordinate the work functions of the purchasing and administration team
  • Act as subject matter expert in the area of Customs administration
  • Ensure compliance with Federal Customs and Excise related Acts, regulations statutes and policies for the importing and exporting of goods in Canada
  • Provide ongoing management, maintenance and troubleshooting of Google Forms used by Supply Chain Team
  • Ensure balanced assignment coverage across the team within scope
  • Resource stewardship - Ensure the prudent and effective use of financial and human resources in the delivery of the section and varied team's work
Qualifications

  • University Degree is Supply chain management with a focus on Procurement, public policy, business or project management or related discipline
  • SCMP, CPIM, or similar designation Supply Chain Management Professional (SCMP), Certified in Planning and Inventory Management (CPIM), from the Association for Supply Chain Management (ASCM)
  • 4 years of relevant progressively responsible experience in a procurement environment performing end to end procurement responsibilities
  • Candidates who do not fully meet the job level requirements may be considered at the opportunity concept level below

Opportunity Concept:

  • Completion of a University Degree in a related discipline such as public administration, public policy, supply chain management, business, or project management and three (3) years of relevant full-time work experience, which include a minimum of two (2) years in a corporate centralized supply chain environment performing end to end contract management responsibilities.

  • Completion of a two-year post-secondary diploma or associate degree in a related discipline such as public administration, public policy, supply chain management, business, or project management and five (5) years of relevant full-time work experience, which include a minimum of two (2) years in a corporate centralized supply chain environment performing end to end contract management responsibilities

Skills required for success:

  • Strong knowledge and understanding of procurement practices, policies, procedures, competitive bidding and contract laws, trade agreements and various procurement strategies/approaches: Stays current with City policies, administrative directives and procedures; and industry trends and evolving practices
  • Has a comprehensive understanding of the processes, regulations, and logistics involved in international trade including trade agreements, customs procedures, and tariffs
  • Understands the implication of purchasing activities and how they affect other Supply Chain Areas, such as Warehousing, Inventory Management, and Supply Chain Management business partners, combined with Commodity knowledge and expertise
  • Developed knowledge, skills and abilities in business administration activities
  • Ability to determine procurement strategies which are appropriate to requirements and conflicting priorities
  • Strong analytical, critical thinking, decision making and problem solving skills and advanced listening, verbal and written communication skills, with the ability to express ideas and concepts effectively, orally and in writing
  • Ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
  • Highly independent; ability to take initiative and be resourceful, with excellent organizational and time management skills
  • Ability to develop and maintain effective and professional working relationships with colleagues, business areas and suppliers and a demonstrated ability to lead/facilitate meetings with business areas and suppliers
  • Ability to demonstrate leadership in providing guidance to subordinate roles
  • In depth knowledge of MS Office (word, excel) and Google applications combined with excellent computer skills; ability to learn, utilize, and update various databases, programs and ERP systems such as SAP and Ariba

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Hours of Work: 40 hours per week

Salary Range: $44.572 - $56.014 (Hourly); $93,066.34 - $116,957.23 (Annually)

Opportunity concept salary range: $29.535 - $35.482 (Hourly); $61,669.08 - $74,086.42 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
