Job summary

City of St. Catharines is seeking a skilled training professional to develop, coordinate, and conduct staff training for safe operation of City equipment.

About The Role

To develop, co-ordinate and conduct all programs and activities related to the training of City staff in the safe and proper operation of all types of City owned equipment.

What You'll Be Doing

• Coordinate and conduct the training of workers (both individually and in groups) to safely and properly operate, hook up, and use all types of City equipment.
• Testing and the certification of individuals in accordance with regulatory and/or operational standards to operate specific pieces of equipment.
• Assuming all responsibilities of a Signing Authority for Truck Driver DZ Licensing in accordance with current Ministry of Transportation requirements.
• Reviewing and assessing individual operator practices and competencies on an as required and scheduled basis.
• Completing all required license submissions, making license status inquiries, and maintaining departmental records including, but not limited to summaries of driver training, testing, and status changes - all as required to satisfy the requirements of the Ministry of Transportation.
• Assisting with seasonal training sessions (i.e. Winter Control, Casual Employee Orientation, Summer Student Orientation, etc.) for groups of operators and/or other workers as required to satisfy specific training needs. Patrol roadways during winter events.
• Evaluate new vehicles, equipment and related vendor training programs, attend product demonstrations and training seminars, and develop or revise training requirements to support the safe and effective implementation of new equipment.
• Develop, deliver, and continuously improve driver and equipment operator training programs using a variety of instructional methods and technologies, including classroom instruction, hands‑on practical training, online learning and multimedia presentations.
• Making recommendations on safe operational practices, equipment, materials and training needs, including the arrangement of the recommended training.
• Investigating incidents/collisions involving City equipment to ensure that reports are prepared and filed appropriately, and, when applicable, preparing written recommendations for the prevention of future incidents/collisions.
• Maintaining liaison with other government agencies, educational institutions, safety associations and equipment manufacturers and suppliers, as well as Human Resources Health and Safety personnel and other corporate training officers.
• Participating as a resource person on the joint Operations Health and Safety Committee.
• Liaise with Human Resources regarding the monitoring of staff driver licences on a quarterly basis and on request by departments by means of driver’s abstract from the Ministry of Transportation, and initiate corrective action when warranted.
• Responsible for performing workplace inspections, conducting safety information sessions, observing employee safety, investigating incidents, correcting safety violations and commending employee health and safety performance etc. including the documentation of these activities.
• Performing all other similar and related duties, as required.

Accountable for:

• The training and certification of all operators of City equipment in accordance with the Ministry of Labour’s definition of a "competent person" for that piece of equipment.
• The clear understanding of the preferred, acceptable, and required methods of doing work with City equipment to ensure:
  • the safety of operators, co-workers, and the public;
  • proper equipment use and maintenance to minimize repairs and unnecessary wear or damage;
  • and, best practices for the effective and efficient use of the equipment.
• The maintenance of clear and current records of all equipment operation training, in the prescribed form, to be readily available for inspection by the Ministry of Transportation, the Ministry of Labour or the City’s Legal Services Department.

What's Required:

• A Community College Diploma in a related field (i.e. Civil Engineering Technician, Business, etc.), or equivalent in education and experience.
• Possess a valid Class DZ driver's licence or higher with a clean driving abstract with no demerit points.
• Possess the credentials to obtain and maintain DZ signing authority status with the Ministry of Transportation’s Driver Certification Program.
• Provide a satisfactory police clearance records check.
• Excellent instructional and assessment skills, excellent oral and written communication skills with an appreciation of the principles of public service.
• Hold Airbrake Instructor and Motor Vehicle Fleet Driver Training certification by the Ontario Safety League, Infrastructure Health and Safety Association (or equivalent) in accordance with the requirements established by the Ministry of Transportation, or ability to obtain and maintain certification.
• Certification as a Professional Driver Instructor through the Ontario Safety League and/or Defensive Driving Instructor with the Infrastructure Health and Safety Association, or ability to obtain and maintain certificates.
• Hold a Commercial Motor Vehicle Collision Investigation Level II certification, or ability to obtain and maintain certification.
• A willingness to attend training courses and seminars to maintain instructor certification, satisfy signing authority requirements and upgrade technical skills as required.
• Sound knowledge of the Highway Traffic Act and the Occupational Health and Safety Act and a willingness to keep abreast of changes in the same or other regulations pertinent to the operation of equipment.
• Well-developed electronic communication skills and working knowledge of City utilized software programs including application software packages i.e. Microsoft Office Suite, Cityworks, Geotab.
• Good mechanical knowledge and a long-standing record of safe practices in the use of equipment and must demonstrate a strong commitment to maintain the same.
• A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
