Job summary

The Government of Alberta, Edmonton-based TEC ministry, seeks a Manager, Procurement to lead the development and oversight of procurement strategies across infrastructure projects. You will align policy with operations, manage risk, and ensure fair, value-for-money outcomes.

Reporting to the Director, Procurement Strategy and Planning, you will provide expert advice on contracts, bid procedures, and compliance, while guiding project teams and stakeholders through complex procurement processes.

Qualifications

  • University degree in Engineering, Architecture, Business/Public Administration, Supply Chain Management or related field, supplemented by four (4) years of progressively responsible and related experience.
  • Proven leadership experience managing teams in complex, high-value procurement projects.
  • Advanced professional expertise in public procurement, including policy interpretation and applied practice.
  • Strong knowledge of contract and competitive bid law, complex procurement methods, negotiation, and risk management.
  • Understanding of domestic and international trade agreements, legislation, and government policies.

Responsibilities

  • Lead development and oversight of consistent, compliant procurement practices across the department’s infrastructure portfolio.
  • Align procurement strategy and policy with operational needs, manage risk, and promote fair, transparent, value-for-money outcomes.
  • Provide expert advice on procurement and contract matters, interpreting legislation, regulations, and practices to support compliant outcomes.
  • Advise project teams and stakeholders on procurement procedures, contract law, and contract administration.
