Job summary

University of Toronto Scarborough is seeking a Procurement Manager to lead all aspects of procurement for goods, services, and construction. You will develop strategies, supervise a procurement team, and ensure compliant, ethical processes across the campus.

Reporting to senior leadership, you will negotiate contracts, guide open bidding, and align procurement with university objectives, including equity and inclusion commitments. This role requires strong leadership and strategic insight.

Qualifications

• Bachelor’s degree and a recognized procurement designation required (e.g., NISCL, NIGP, UPPCC).
• Experience: 7+ years in procurement with 4+ years supervisory in higher education or public sector.
• Proven ability to lead complex competitive procurement from RFP to award.
• Experience presenting procurement strategies to diverse stakeholders.
• Experience leading high-performing teams in unionized settings; coaching and succession.
• Experience with procurement systems including public tendering networks; SAP is an asset.

Responsibilities

• Oversee procurement of goods, services, and construction at UTSC.
• Develop and implement procurement strategies and policies.
• Lead supplier qualification, bid review, negotiation and contract review.
• Provide strategic guidance on complex procurements and ensure compliance.
• Collaborate with Procurement Officers to ensure ethical, open procurement.
• Negotiate supply agreements and manage open competitive bidding.
