Job summary

UNB Finance invites applications for the Manager of Procurement Services in Fredericton. This role leads procurement policy, strategy, and supplier relations to ensure best value and compliance with NB regulations.

Reporting to the Director of Financial Services, you will develop and maintain procurement processes, lead a team of procurement professionals, and promote continuous improvement in a large university setting.

Qualifications

  • Undergraduate degree in Business, Supply Chain Management or related discipline.
  • Minimum of 6 years' progressive procurement experience, with at least 2 years supervisory experience.
  • CPPB certification or willingness to obtain a designation.

Responsibilities

  • Provide strategic direction and subject-matter expertise on procurement policies, procedures, and best practices.
  • Develop, implement, and maintain procurement policies, procedures, guidelines, and internal controls to support effective, transparent, and compliant purchasing practices.
  • Ensure compliance with applicable legislation, including NB Public Purchasing Act, APA, Crown Construction Act, CRA requirements, and university policies.
  • Provide strategic procurement guidance to faculties and departments to support acquisition of high-quality goods and services while achieving best value.
  • Lead and support competitive procurement processes, including evaluating tenders, negotiating with vendors, and awarding contracts.

Education

Undergraduate degree in Business, Supply Chain Management or a related discipline
CPPB certification - UPPCC or equivalent (designations-in-progress ok)

FINANCIAL SERVICES

UNB Finance is a team of approximately 65 people who lead, direct, and develop strategic and operational planning for the university's finances. This unit reports to the Vice President Administration and Finance and serves the Board of Governors as well as the following Board Committees, Finance & Properties Committee, Audit Committee, and Investments Committee.

YOUR FOCUS

Reporting to the Director of Financial Services, the Manager of Procurement Services is responsible for the leadership and effective management of Procurement Services. The Procurement Services unit's mission is to ensure transparent, accountable and ethical procurement processes, while supporting the university's mission through effective resource management. This role plays a key part in supporting the university's financial integrity.

Key Responsibilities Include
  • Provide strategic direction and subject-matter expertise on procurement policies, procedures, and best practices.
  • Develop, implement, and maintain procurement policies, procedures, guidelines, and internal controls to support effective, transparent, and compliant purchasing practices.
  • Ensure compliance with applicable legislation, including the New Brunswick Public Purchasing Act, Atlantic Procurement Agreement (APA), Crown Construction Act, CRA requirements, and federal granting agency regulations as well as university policies and procedures.
  • Provide strategic procurement guidance to faculties and departments to support the acquisition of high-quality goods and services that meet both immediate and long-term institutional needs, while achieving best value (price, quality, service, and performance).
  • Lead and support competitive procurement processes, including preparing and evaluating tenders and proposals, negotiating with vendors, and awarding contracts to achieve best value outcomes.
  • Establish and manage standing agreements for frequently purchased goods and services.
  • Lead and develop a team of procurement professionals by setting clear objectives, managing workloads, and providing ongoing coaching, feedback, and performance support.
  • Foster a culture of continuous improvement and customer service.
  • Develop, promote, and maintain resource materials to educate the University community on procurement legislations, policies and procedures.
  • Improve the accessibility and understandability of procurement policies, procedures and practices to improve the procurement experience.
  • Staying current on industry best practices, emerging issues, and legislation, recommending and implementing policy updates as required.
  • Build and maintain strong relationships with internal stakeholders and external suppliers, effectively communicating University requirements and fostering a collaborative, service-oriented environment.
  • Liaise with external agencies, including Service New Brunswick - Strategic Procurement, to ensure alignment with broader public sector procurement initiatives.
  • Identify and implement opportunities to leverage technology to enhance procurement processes, financial controls, and customer service.
  • Addresses enquiries, analyzes tender/proposal submissions; negotiates with vendors to ensure the best value is obtained both for individual departments and for the University.
  • Oversee customs brokerage and shipping compliance functions, ensuring timely and accurate customs clearance and adherence to applicable regulations.
  • Oversee the administration of the procurement card program, including policy oversight, user training, and compliance monitoring.
What You Bring
  • Undergraduate degree in Business, Supply Chain Management or a related discipline.
  • Minimum of 6 years' progressive procurement experience, with at least 2 years of supervisory experience.
  • CPPB certification - issued by the Universal Public Procurement Certification Council (UPPCC) or an equivalent certification. Will consider designations-in-progress or willingness to obtain a designation.
Additional Strengths
  • Demonstrated experience in developing and implementing procurement initiatives that support organizational goals.
  • Strong working knowledge and understanding of the marketplace, Canadian and New Brunswick Public Procurement legislation, trade agreements, and industry practices.
  • Demonstrated commitment to service excellence through continuous process improvement.
  • Strong interpersonal skills with the ability to build partnerships and work collaboratively with diverse groups.
  • Procurement experience in the post-secondary, public sector, or a large, complex organization is preferred.
  • Experience with ERP Systems (Colleague software) procurement and tendering software and working in an educational institution would be an asset.
