Request for Proposal (RFP): Strategic Planning Consultant

Background

Our organization provides front-line support, advocacy, and housing services to individuals facing homelessness, many of whom also experience substance use challenges, mental health concerns, and systemic barriers. We are committed to delivering our services through atrauma-informed, anti-oppressive, andculturally responsivelens.

Our work is rooted in the principles ofharm reductionandhousing first, and we seek a consultant who aligns with these models and who brings a deep understanding of their implementation within the context of social services in Ontario.

Scope of Work

The selected consultant will be expected to:

  • Lead the development of a 3- to 5-year strategic plan, including clear goals, objectives, and actionable strategies.
  • Facilitate meaningful engagement with stakeholders, including staff, board members, program participants, partners, and community members.
  • Conduct an environmental scan, including SWOT or PESTLE analysis, and incorporate findings into strategic recommendations.
  • Align strategic priorities with the values of harm reduction, housing first, trauma-informed practice, and anti-oppression.
  • Provide guidance on implementation and evaluation strategies to ensure accountability and adaptability.

Required Qualifications

The ideal candidate will:

  • Demonstrate a strong understanding of thehousing firstandharm reductionmodels, with experience applying them in a social services or non-profit setting.
  • Have experience working with or withincharitiesornon-profitsserving marginalized communities, particularly people experiencing homelessness.
  • Use atrauma-informed,anti-oppressive, andequity-focusedapproach in all aspects of their work.
  • Be an effective facilitator with excellent communication skills and a proven ability to synthesize diverse stakeholder input.
  • Be innovative, adaptable, and strategic in navigating complex social and political environments.
  • Have a strong track record of delivering high-quality, actionable strategic plans.

  • Presentation of strategic plan to the board and staff team

Evaluation Criteria

Proposals will be evaluated based on the following:

  • Demonstrated alignment with harm reduction and housing first principles
  • Experience with trauma-informed and anti-oppressive approaches
  • Quality and clarity of the proposed approach
  • Relevant experience and qualifications
  • Cost-effectiveness and value for money
  • References and past performance
