The Manager, Enterprise Risk Management serves as the corporate technical authority for enterprise risk management, strategic risk assessment, and organizational resilience across the Edmonton Police Service. The position leads to the development and continuous improvement of organization-wide risk management frameworks, methodologies, governance processes, and reporting systems that influence organizational priorities, strategic investments, operational decisions, governance reporting, and long-term organizational sustainability. This role requires strong analytical capabilities, excellent communication skills, and the ability to translate complex information into clear, actionable recommendations

Responsibilities will include:

• Acts as the corporate lead and subject matter expert for Enterprise Risk Management (ERM) across EPS.
• Develops, implements, and continuously improves enterprise-wide risk management frameworks, methodologies, policies, and governance processes.
• Integrates risk management into organizational strategy, business planning, budgeting, performance management, and major transformation initiatives.
• Identifies, assesses, monitors, and reports strategic, operational, financial, compliance, and emerging risks across the organization.
• Provides expert advice and recommendations to executive leadership on risk exposure, organizational resilience, and strategic decision-making.
• Leads enterprise and branch-level risk assessments, risk workshops, and the maintenance of risk registers.
• Analyzes risk information to identify trends, emerging threats, opportunities, and areas requiring leadership attention.
• Develops risk dashboards, scorecards, and reporting tools to support executive and governance oversight.
• Prepares and presents enterprise risk reports, including the Corporate Risk Profile, for Chief’s Committee and the Edmonton Police Commission.
• Ensures accountability for risk mitigation through ongoing monitoring, follow-up, and reporting on management action plans.
• Conducts environmental scanning, research, and analysis of emerging risks and industry trends impacting policing and public sector organizations.
• Leads risk assessments and provides risk advisory services for major corporate projects and strategic initiatives.
• Develops and manages the organization’s fraud risk management program, including awareness, prevention, assessment, and control improvement activities.
• Facilitates enterprise-level discussions regarding organizational priorities, strategic risks, emerging issues, and future opportunities.
• Provides risk-informed recommendations influencing governance decisions, resource allocation, strategic investments, and operational priorities.
• Collaborates with executive leadership, governance bodies, the City of Edmonton, external agencies, and stakeholders on risk-related matters.
• Develops policies, frameworks, tools, and governance approaches where limited organizational precedent exists.
• Provides training, guidance, coaching, and capacity-building to leaders and employees on risk management principles and best practices.
  
• Supports enterprise-wide strategic planning processes by aligning risk management with organizational objectives and performance outcomes.
• Leads complex, cross-functional initiatives requiring a high degree of independence, judgment, influence, and strategic thinking.
• Monitors organizational changes and major initiatives to ensure risks are proactively identified, assessed, and managed.
• Promotes a culture of risk awareness, accountability, and informed decision-making throughout the organization.

Contributes to the long-term sustainability, resilience, and effectiveness of EPS through proactive risk management and governance practices.

Qualifications

Qualifications :

• University graduation in Risk Management, Business Administration, Public Administration, Finance, Accounting, or a discipline as required by area of specialization.
• Professional accreditation in risk management would be considered an asset (e.g., Certification in Risk Management Assurance (CRMA), Canadian Risk Management Designation, etc.).
• Minimum 9 years of progressively responsible experience in enterprise risk management, strategic planning, governance, performance management, public-sector consulting, organizational development, or a related discipline including four (4) years of supervisory experience
• Knowledge of COSO or ISO risk management frameworks.
• Extensive experience working with executive leadership, governance bodies, and influencing strategic decision-making.
• Proven ability to lead enterprise-wide initiatives, complex projects, and cross-functional teams.
• Experience in enterprise risk management, strategic planning, performance measurement, or related analytical functions.
• Strong stakeholder engagement, communication, negotiation, and relationship-building skills.
• Demonstrated strategic thinking, sound judgment, and ability to manage competing priorities.
• High degree of professionalism, integrity, and ability to handle confidential matters.

Hours of Work: 33.75 hours per week, Monday to Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range: 21M, Salary Grade: 056, $57.72 - $82.45 (Hourly); $3,896.20 - $5,566.00 (Bi-Weekly); $101,691.73 - $145,272.14 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
