Job summary

City of Surrey is seeking an experienced Emergency Management Specialist to lead the development of a hybrid emergency management model across the Public Safety Department. The role focuses on non-operational pre-incident work initially, with potential future operational responsibilities in EOC leadership, field deployment, and incident command.

Qualifications

• 2-year diploma or higher in emergency management or related field.
• Minimum 10 years of progressive experience in emergency management or related field.
• Supervisory experience preferred.
• Experience in local government emergency management and EOC is a plus.
• Valid Class 5 Driver's License.
• Police Information Check required.
• Proof of qualifications required.

Responsibilities

• Emergency Management Infrastructure: Design, build out of a new EOC.
• Hazard, Risk, and Vulnerability Assessment: Analyze hazards and community vulnerabilities.
• Emergency Planning and Policy Development: Develop and update municipal emergency plans.
• Intergovernmental and Agency Coordination: Coordinate with provincial/federal authorities.
• Training, Exercises, and Capability Development: Design training and exercises.
• Public Education and Community Preparedness: Develop preparedness campaigns.
• Critical Infrastructure: Identify and prioritize municipal assets for resilience.
• Emergency Management Program Governance: Ensure compliance and reporting.
• Recovery and Resilience Planning (Pre-Event): Develop post-disaster recovery frameworks.
• Funding, Grants, and Resource Planning: Pursue funding and resource strategies.
