Job summary

The Department of Municipal Affairs in Nova Scotia is seeking a Director, Building Codes and Standards to provide strategic leadership over the province's building code system, governance, adoption, interpretation, and implementation.

You will lead development of recommendations, oversee governance bodies, and represent Nova Scotia in national forums, guiding regulatory modernization and collaboration with municipalities and professional bodies.

Qualifications

  • Extensive experience interpreting and applying complex legislation, regulations, standards, or building codes.
  • Experience providing strategic advice to senior leaders, executives, or government decision-makers.
  • Experience leading complex initiatives involving multiple collaborators with competing interests and priorities.
  • Strong understanding of regulatory development, governance, public policy, and government decision-making processes.
  • Exceptional communication and relationship-management skills, with the ability to translate technical issues into clear and practical advice.
  • Proven ability to lead consultation processes, build consensus, and manage sensitive policy, technical, and political issues.
  • Strong judgment, strategic thinking, and problem-solving abilities.

Responsibilities

  • Lead the strategic direction, governance, administration, and continual improvement of Nova Scotia's building code program.
  • Provide executive-level advice to senior leadership and government on building codes and policy matters.
  • Oversee adoption and implementation of national model codes and related standards.
  • Governance and operation of agencies, boards, and commissions related to building code matters.
  • Represent Nova Scotia in federal, provincial, territorial, and national forums on building codes.
  • Build relationships with municipalities, building officials, industry associations, and other partners.
  • Lead consultation processes to support balanced regulatory decisions.
  • Collaborate to provide improved guidance, tools, and training for implementation.
  • Identify risks and opportunities and provide strategic advice on technical and political implications.
  • Lead a high-performing team and manage resources.
