Job summary

The Government of Nova Scotia seeks a Manager, Development and Delivery in the Emergency Management Department to lead design, development, delivery, and continuous improvement of emergency management training and exercise programs.

You will transform complex learning into accessible experiences, assess needs, establish education pathways and curriculum standards, and create resources for learners, instructors, and facilitators across regions.

Qualifications

• Experience applying adult learning principles to design, develop, deliver, and evaluate education or training programs.
• Experience developing courses, learning pathways, facilitator resources, and practical tools for varied audiences.
• Leading complex program or curriculum-development work from needs assessment through delivery and evaluation.
• Leadership experience including managing employees or leading multidisciplinary teams.

Responsibilities

• Lead a professional team responsible for developing and supporting emergency management training, education, and exercise programs.
• Conduct needs assessments to identify capability gaps and opportunities for program development.
• Develop annual and multi-year training and exercise plans with priorities, outcomes, audiences and delivery models.
• Create and maintain training catalogues, role-based education pathways, and certification frameworks.
