Job Description:

Senior Utilities Engineer

Location: Dubai, UAE

Parsons is looking for a talented Senior Utilities Engineer to join our team! You will perform a variety of engineering tasks using standard techniques within your discipline.

What You'll Be Doing:

1. Producing utilities drawings and cross sections.
2. Using Autodesk Civil 3D and Bentley OpenRoads Utilities software.
3. Ensuring compliance with authorities' standards and requirements.
4. Monitoring progress of drawings and documentation for NOCs.
5. Coordinating with clients and liaising with government offices and service authorities in UAE for technical queries and issues.
6. Tracking utilities NOCs to ensure timely completion.
7. Obtaining necessary approvals and NOCs from relevant agencies and authorities.
8. Attending coordination meetings and supporting the NOC process for the design team.
9. Participating in project design meetings and suggesting improvements.
10. Collecting information from agencies, consultants, and contractors to prepare reports and design drawings.
11. Attending project meetings and following up on outstanding tasks.
12. Performing additional duties as assigned.

Minimum Requirements:

1. 5-7 years of relevant experience in an NOC role, preferably in infrastructure.
2. Proven experience liaising with government authorities in Dubai and Northern Emirates.
3. Excellent communication skills, both oral and written.
4. Ability to develop and supervise engineering products meeting quality standards.
5. Experience with detailed calculations, drawings, procurement documents, and technical reports.
6. Supervisory experience and ability to guide CAD Designers, Drafters, and Engineers.

Skills and Qualifications:

1. Bachelor’s degree in engineering (preferred).
2. 8+ years of related work experience.
3. Knowledge of pipelines, connection chambers, pumping stations, and non-disruptive road crossings.
4. Familiarity with Dubai’s infrastructure networks and local authorities' regulations.
5. Experience managing emergency works and coordinating with infrastructure authorities.
6. Strong computer skills, including CAD, Primavera P3, MS Office.
