Job Description:

Are you an engineer with project and people management experience? Do you have stakeholder engagement experience working with utility companies? Do you excel in a dynamic environment, delivering projects to government clients, and collaborating to achieve excellence? If so, Parsons is hiring a Senior Technical Manager of Utilities for the Greater Toronto Region. In this role, you will lead a team overseeing various phases of large-scale projects for provincial, regional, and municipal clients.

We seek a versatile Senior Manager with exceptional communication, analytical, and leadership skills. You will manage a team of utilities technical staff supporting the design of multi-million-dollar transit and road infrastructure projects and contribute to our business strategy.

Responsibilities:

  1. Lead teams across multiple offices/projects, ensuring technical excellence and quality assurance.
  2. Manage, mentor, motivate, and lead staff to deliver high-quality services and innovative solutions for complex utility design challenges involving multiple stakeholders.
  3. Collaborate with managers, project engineers, and discipline leads to develop budgets, schedules, and project plans.
  4. Support the development of Project Execution, Health and Safety, and Quality Assurance/Quality Control plans.
  5. Ensure projects meet or exceed established goals.
  6. Manage daily operations and prepare technical reports and documentation for clients.
  7. Devise and implement action plans to address potential cost overruns, delays, or scope changes.
  8. Represent the company with clients and subcontractors during project execution.
  9. Participate in negotiations with regulatory agencies and public meetings.
  10. Assist in business development and proposal preparation.
  11. Stay informed of industry trends and advancements to maintain technical competency.
  12. Perform additional responsibilities as appropriate.

Qualifications:

  • Bachelor's degree in Engineering or related field.
  • Registered Professional Engineer in Ontario (P.Eng.).
  • Experience working with utility companies on transit and/or provincial projects.
  • Minimum 15 years of relevant technical experience, including at least 8 years in leadership roles.
  • Experience managing large teams of engineers and technical staff.
  • Proven ability to train, mentor, motivate, and supervise professionals.
  • Excellent communication skills—both written and oral.
  • Knowledge of provincial and municipal standards and guidelines.
  • Understanding of utility companies’ processes and requirements.
  • Proficiency with specialized engineering and assessment software.
  • Thorough knowledge of industry practices, regulations, and current technology.
