Major Responsibilities
- Implements detailed plans and recommends policies/procedures regarding program-specific requirements.
- Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality, and organizational performance. Encourages innovation and continuous learning.
- Oversees daily operations of staff, including scheduling, assigning, reviewing work, managing leave, monitoring performance, and addressing grievances.
- Manages assigned budget, ensuring expenditures stay within limits.
- Leads the design, development, and maintenance of corporate standards, including project management, data architecture, and application development.
- Accountable to senior management for project management, including planning, scheduling, budgeting, risk, and quality control.
- Handles project financials, including contracts, leasing, and business cases.
- Prepares contractual documents like RFI, RFP, SOW, MOU, and SLA.
- Leads evaluations and selection of technical solutions and manages vendors.
- Identifies opportunities for divisional initiatives to improve efficiency and economies of scale.
- Negotiates with stakeholders with competing priorities.
- Provides insights on technology trends in full stack development, frameworks, and tools.
- Analyzes business processes and recommends technical solutions to optimize infrastructure and systems.
- Ensures security, privacy, and quality standards are met, complying with data regulations.
- Establishes project management structures across government levels for various initiatives.
- Recommends scalable technical solutions for multi-jurisdictional applications aligned with architecture principles.
- Educates stakeholders on technology trends and effective use of solutions.
Key Qualifications
- Experience in Java, Spring Boot, microservices, REST APIs, and enterprise applications.
- Experience with Apache NiFi or similar for data ingestion, ETL, and streaming.
- Proficiency in HTML5, CSS3, JavaScript, and frameworks like React, Angular, or Vue.js.
- Experience in automated testing, CI/CD pipelines, and deployment automation.
- Experience deploying cloud-native applications on Red Hat OpenShift and managing containers and pipelines.
- Proficiency in cloud platforms like AWS, Google Cloud, or Azure.
- Leadership experience in cross-functional teams from requirements to deployment.
- Experience with Apache Lucene.
- Strong UI/UX design principles to develop accessible, user-friendly interfaces.
- Excellent communication skills for stakeholder coordination.
- Experience with Agile methodologies such as Scrum or Kanban.
