Job summary

Pacific Blue Cross is seeking a permanent Senior Project Manager to lead large-scale enterprise initiatives within Delivery Services. You will drive complex programs across business and technology teams, aligning stakeholders and delivering outcomes that enhance customer experiences and organizational capabilities.

The role focuses on overseeing projects from initiation through implementation, managing risks, and ensuring on-time delivery while balancing cost and scope.

Qualifications

  • Bachelor’s degree in Business, MIS, CS, or related field.
  • 8+ years of project management experience.
  • Proven track record delivering multi-stakeholder programs.
  • PMP certification or equivalent.
  • SAFe certification or equivalent.
  • Experience leading cross-functional project teams.
  • Ability to navigate complex stakeholder relationships in a matrix organization.

About The Position


  • We are searching for a permanent Senior Project Manager to join our Delivery Services team

  • PBCs compensation offerings are grounded in a pay-for-performance philosophy that recognizes exceptional individual and team performance. The typical hiring range for this position is $100,000 - $120,000 per year; the base pay offered is based on market and may vary depending on job-related knowledge, skills, experience, and internal equity. The starting salary will be determined based on a combination of skills, education, and experience. This position has an On-Target Earnings structure which provides variable income based on meeting and exceeding sales specific targets that is in addition to the base salary.


This is an exciting opportunity to lead large-scale strategic initiatives that support the ongoing transformation of Pacific Blue Cross. As a Senior Project Manager, you will lead complex business and technology projects that enhance customer experiences, strengthen business capabilities, and advance organizational priorities.


We're looking for an experienced project leader with a proven track record of delivering enterprise-wide initiatives, managing complex stakeholder environments, and leading cross-functional teams through change. Working closely with business leaders, technology teams, vendors, and external partners, you will drive projects from initiation through implementation while ensuring alignment with business objectives.


During your first year, your primary focus will be supporting key customer experience and digital transformation initiatives. Success in this role means building trusted partnerships, effectively managing risks and dependencies, and consistently delivering high-quality outcomes that create measurable business value.


The ideal candidate is strategic, adaptable, and customer-focused, with strong stakeholder management, communication, and delivery leadership skills. Key Experiences You Bring To This Role


  • Bachelor’s degree (or equivalent) in Business, Management Information Systems, Computer Science, or a related discipline.

  • 8+ years of related experience in project management.

  • Demonstrated experience as a project manager of multi-stakeholder projects for a large complex organization across all project phases delivering significant projects.

  • Project Management Professional (PMP) designation, or equivalent.

  • SAFe certification, or equivalent.

  • Experience leading and facilitating cross-functional project teams.

  • Experience navigating complex stakeholder relationships both internal and external.

  • Ability to work collaboratively across multiple functions within the organization, and in a matrix reporting environment involving bargaining unit employees, exempt employees, contractors and vendors.

  • Ability to elicit needs, discern what is critical for success and shape delivery scope to balance cost, time and risk (both project and operational sustainment).

  • Ability to interact professionally with diverse groups, executives, managers, subject matter experts and other project stakeholders.

  • A Lean Agile mindset and operate in an Enterprise Agile Framework (SAFe).

  • Excellent interpersonal, partnership, team building and leadership skills.

  • Comprehensive knowledge of project management principles and methodologies as well as change management practices.

  • Capability to successfully engage in multiple initiatives simultaneously.

  • Demonstrated knowledge of development, QA procedures, documentation, and testing.

  • Team-oriented individual willing to share and contribute knowledge with the team.
