Job Description

Reporting to the Senior Manager, Public Outreach and Interpretation, the Senior Program Officer is responsible for planning, developing, implementing and evaluating a range of outreach programs and resources, including multimedia, exhibitions, onsite visitor programming, interpretive and educational tools, web-based and print communications and promotions.

The incumbent performs the following duties:

  • Collaborates with project partners and stakeholders to conceptualize, develop and implement new products and programs within the Library’s Public Education Programs (PEP), such as exhibits, multimedia, brochures, web content, communications strategies, print content, social media and other initiatives, in order to provide Canadians with information about Parliament.
  • Conceptualizes and writes project and program documentation, including project proposals, statements of work, operational plans, communications and marketing plans and briefing notes to ensure the successful development and implementation of new public programs.
  • Plans, develops and monitors project timelines and obtains approvals to ensure the timely delivery of projects, programs and public outreach components.
  • Develops, coordinates, plans and delivers training programs related to PEP’s products and programs to ensure quality standards are upheld.

Qualifications

Education:

  • A Bachelor’s degree from a recognized university that is relevant to the duties of the position, OR an acceptable combination of relevant education, work experience and training.

Experience:

  • Significant* experience in the planning, development, implementation and evaluation of educational, interpretive and/or public outreach projects.
  • Significant* experience in content development for public audiences, including writing for different demographics.
  • Experience developing initiatives for digital platforms, including new media, web and/or video.
  • Experience preparing procurement documentation, including statements of work, and in managing the work of external contractors.
  • Experience drafting planning documents, reports and/or briefing materials for partners and senior stakeholders.

* Significant is defined as the depth and breadth of experience or knowledge normally associated with having performed a broad range of various related activities acquired over a minimum of three (3) years.

Knowledge:

  • Knowledge of project management methodologies, tools and practices.
  • Knowledge of methodologies, procedures and practices in the fields of heritage interpretation, public outreach and visitor experience.
  • Knowledge of new media and technologies and their use in educational and interpretive settings.
  • Knowledge of current pedagogical and educational theories, principles and techniques.
  • Knowledge of Canadian and parliamentary history, Canada’s system of government, parliamentary institutions and processes, the roles and responsibilities of parliamentarians and the art and architecture of the Parliament Buildings.

Asset Criteria:

  • Knowledge of the Accessible Canada Act and its applications for public education programs.
  • Knowledge of Gender-Based Analysis Plus and its applications for public education programs.
  • Experience in the development, maintenance and/or operation of new media productions, including virtual reality and video projection mapping.
  • Experience developing and implementing staff training programs.
  • Experience coordinating the work of junior team members and providing feedback on their outputs.

Operational Requirements:

  • The position requires occasional work outside of regular business hours, which may include weekends and/or evenings.

Education and experience requirements will be used to determine which candidates will be asked to participate in the next stage of the selection process.

This selection process may include a second-language evaluation, a written exam, and an interview. The interview will consist of behavioural, situational and knowledge-based questions. Candidates will be required to pass each stage in order to move to the next stage of the selection process.

Qualified candidates from this selection process may be considered for determinate or indeterminate positions at the Library of Parliament that require similar knowledge and/or competencies.

Satisfactory references and proof of education are essential conditions of appointment.
