Job summary

Creative Energy in Vancouver, BC seeks a Regulatory Affairs Manager to lead regulatory proceedings, research, and strategy across federal, provincial, and municipal levels. You will mentor junior staff, manage complex projects, and collaborate with internal teams and external agencies to ensure compliance and strategic planning.

You bring 5+ years in regulatory affairs, strong writing and analytical skills, and proficiency in MS Office.

Qualifications

• Bachelor’s degree in a field related to regulatory affairs (economics, political sciences, engineering, law, business, finance, etc.). A thesis-based master's is an asset.
• 5+ years in regulatory affairs or similar field with understanding of regulatory processes; BCUC experience is an asset.
• Exceptional writing and critical thinking with focus on clarity and persuasion.
• Financial literacy and experience with financial models and analyses.
• Strong analytical skills and ability to synthesize complex information.
• Knowledge of public utility regulation principles and relevant policies.
• Ability to manage multiple priorities and meet tight deadlines.
• Excellent interpersonal and client/stakeholder relationship skills, including external entities like BCUC and government agencies.
• Excellent communication and presentation skills; ability to convey regulatory information to non-regulatory backgrounds.

Opportunity

We are looking for a Regulatory Affairs Manager to be responsible for a wide range of regulatory, analytical, financial, and operational tasks — supporting regulatory compliance, managing regulatory project deliverables, cultivating and maintaining stakeholder relationships, promoting regulatory knowledge and understanding within the organization, and providing regulatory advice and recommendations to the Director, Regulatory Affairs. The Manager also provides mentorship and guidance to the Senior/Regulatory Analyst.

What You’ll Do

Regulatory Proceedings, Research and Strategy

• Develop and maintain a comprehensive understanding of applicable federal, provincial and municipal regulations and policies.
• Draft, prepare, review, edit and submit high-quality documents, including applications, reports, proposals, regulatory filings and correspondence to ensure regulatory compliance.
• Analyze regulatory and financial data and support the Director, Regulatory Affairs in strategic planning and prudent decision‑making.
• Evaluate regulatory, financial, and business risks and opportunities to support the Director, Regulatory Affairs in strategic guidance and planning.
• Collaborate with internal and external stakeholders to address regulatory matters effectively.
• Conduct research on various regulatory‑related topics and prepare regulatory memos, which include the topic, context, analyses and recommendations.

Project Management and Communication

• Manage multiple regulatory tasks and projects simultaneously, as the project manager, ensuring timely and high‑quality deliverables by:
  • Translating complex regulatory and technical information into clear and persuasive communication.
  • Conveying regulatory information to individuals with non‑regulatory backgrounds.
  • Providing mentorship and guidance to the Senior/Regulatory Analyst to support professional development, knowledge sharing, and high‑quality project outcomes.

Stakeholder Relationships and Collaboration

• Support internal teams in customer service, billing, projects and business development, as required.
• Build and maintain strong working relationships with internal staff, customers, stakeholders, and key external entities, such as the BCUC, other energy utilities, and government agencies.
• Serve as a liaison between the Regulatory team, other internal functions, and external partners and stakeholders.
• Foster open communication and collaboration to achieve organizational goals.

Data Analysis and Modeling Support and Supervision

• Support the development and maintenance of financial and operational models in regulatory proceedings, including but not limited to certificate of public convenience and necessity (CPCN), revenue requirement and rates applications, information requests (IRs), and other major regulatory and compliance filings and proceedings.
• Support sensitivity analyses and scenario modeling to evaluate regulatory impacts and business outcomes.
• Provide detailed insights and recommendations based on quantitative and qualitative data analysis to the Director, Regulatory Affairs.

What You Bring

• Bachelor’s degree in a field related to regulatory affairs such as economics, political sciences, engineering, law, business, finance, or any related field. A thesis‑based master’s degree is considered an asset.
• 5+ years of proven experience in regulatory affairs or a similar field, with a strong understanding of regulatory processes and requirements. Experience with the BCUC proceedings and framework is considered a strong asset.
• Exceptional writing and critical thinking skills with a focus on clarity, precision, narrative creation, and persuasion.
• Financial literacy and experience in developing and interpreting financial models and analyses.
• Strong analytical skills and the ability to synthesize complex information.
• Knowledge of public utility regulation principles, with comprehensive knowledge of applicable utility regulations and federal, provincial and municipal policies.
• Demonstrated ability to manage multiple priorities and meet tight deadlines.
• Excellent interpersonal skills and a proven ability to build and maintain strong working relationships with internal staff, customers, stakeholders, and key external entities, such as the BCUC, other energy utilities, and government agencies.
• Excellent communication and presentation skills, with the ability to convey regulatory information to individuals with non‑regulatory backgrounds.
