Job Description

Under the direction of the Manager, Procurement Services, the Senior Procurement Officer is responsible for procuring high-value goods, services, and construction for the Corporation, Newmarket Public Library, Elman Campbell Museum, Newmarket Hydro, and Central York Fire Services.

Job Requirements

1. Formal post-secondary degree in Business, Commerce, Supply Chain Management, or a related field, or equivalent experience in a senior public procurement role in a municipal environment.
2. Professional designation from a recognized procurement association, such as CPPB or CPPO.
3. Thorough understanding of procurement practices, legislation, trade agreements, and safety requirements.
4. Knowledge of municipal government environment.
5. Proficiency in spreadsheet applications, Microsoft Office suite, and procurement systems like electronic bidding, JD Edwards, and eSolutions Bids & Tenders.
6. Strong project management skills, especially for major capital projects involving professional services and contractors.
7. Excellent organizational, analytical, negotiation, facilitation, report writing, and numerical skills.
8. Effective communication, public relations, and interpersonal skills.
9. Ability to collaborate with Council, staff, vendors, and contractors.
10. Customer service orientation, leadership, and teamwork skills.
11. Ability to work independently and as part of a team, with leadership capabilities.
12. Availability for scheduled and unscheduled overtime.
13. Knowledge of relevant legislation, bylaws, and legal procedures, including AODA, MFIPPA, Occupational Health and Safety Act, and Employment Standards Act.
14. Valid Class G Driver’s License and reliable vehicle for corporate use.
