Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Qualifications

• 10 years of progressive experience in sourcing, category management, or supply chain.
• Experience developing alternative infrastructure delivery methods and contracting strategies.
• Proven ability to draft and execute complex RFP/RFT/RFSQ documents.
• Extensive experience leading high-level negotiations and managing supplier relationships.
• Direct experience procuring for Canadian government organizations or utilities.
• Solid foundation in program and contract management with multi-tasking ability.
• Excellent written, verbal, and presentation skills for senior management.

Description

The Senior Infrastructure Procurement & Supply Chain Manager to lead high-value, complex supply chain initiatives. In this role, you will be pivotal in shaping and executing alternative project delivery models for major capital infrastructure projects. Operating within a highly regulated and multi-stakeholder environment, you will develop comprehensive contracting strategies, author complex procurement documents, and lead high-stakes negotiations with global vendors. Your expertise will directly support our clients commitment to delivering reliable, sustainable power while adhering to public sector trade agreements and governance frameworks.

Accountabilities

• Regularly manages consultation with a diverse group of internal and external stakeholders.
• Writes and presents infrastructure project supply chain strategies, contracting plans, briefs, and other documents to management and key internal and external stakeholders.
• Drafts RFP/RFT/RFSQ documents starting with standard templates and tailoring as required to execute the approved strategies and contracting plans.
• Develop and/or undertakes vendor evaluation criteria, evaluation weightings, and performance indicators to ensure the most suitable vendor is selected. Leads cross-functional evaluation teams.
• Negotiates with sophisticated, multinational and global companies, ensuring that compliance, policies, procedures and governance follow BCH guidelines. Negotiation process may include concession agreements, complex contract terms and multifaceted approaches. Leads debriefing sessions with unsuccessful respondents to maintain ongoing relationships.
• Anticipates and assesses supply chain risks, project impact and develops and recommends solutions.
• Leads research and analysis of external market conditions and vendor supply issues to ensure in-depth expertise. Provides insight and advice to the business and senior management and other Supply Chain team members.

Qualifications

• 10 years of progressive experience in sourcing, category management, or supply chain, preferably within a complex corporate, utility, or government environment.
• Demonstrated knowledge and hands-on experience developing alternative infrastructure project delivery methodologies and contracting strategies (e.g., Early Contractor Involvement, Design-Build, Construction Management at Risk, Public-Private Partnerships [PPPs]).
• Proven ability to draft and execute complex RFP/RFT/RFSQ documents.
• Extensive experience leading high-level negotiations, managing supplier relationships, and successfully resolving contractual disputes while safeguarding business relationships.
• Direct experience procuring for Canadian government organizations or utilities where public free trade agreements (e.g., CFTA, CETA) are incorporated into procurement policies.
• Solid foundation in program and contract management, with the ability to multi-task and simultaneously manage multiple large-scale projects under tight deadlines.
• Exceptional written, verbal, and presentation skills, with the ability to influence senior management and navigate sensitive stakeholder landscapes.
• Education and Certifications
• Bachelor's degree in a business-related field such as Supply Chain, Business, Economics, Finance, Accounting, or equivalent
• Certificate or additional education in Supply Chain Management is an asset.
• Certificate or additional education in Project Management, Change Management, Facilitation or Communication, an asset
