Job summary

The Legislative Assembly of Ontario invites applications for a Senior Project Management Consultant in the Precinct Properties Branch. This on-site, permanent full-time role leads planning, design and conservation for capital projects affecting the historic Legislative Assembly building at Queen’s Park.

You will liaise with client groups, heritage advisors, consultants and government partners to ensure timely, on-budget delivery and adherence to restoration standards.

Qualifications

  • Requires a degree in Architecture or Engineering or College Diploma with a membership in either the Ontario Association of Architects or Professional Engineers of Ontario; or 6 to 8 years equivalent experience in project planning and scheduling.
  • In addition to education or equivalent years’ experience, a position requires 3-5 related job experience.
  • Broad, in-depth knowledge of building planning, design, construction, operation and maintenance; knowledge of architectural, structural, mechanical and electrical design to manage the delivery of design and construction projects and ensure acceptable technical quality of drawings and specification.
  • Knowledge of environmental concerns sounds of knowledge of restoration/conservation principles, policies and procedures, as well as applicable codes and standards.
  • Project management skills and knowledge of contract administration practices and legal requirements; knowledge of financial management and public procurement; analytical and conceptual skills to identify construction design strategies.
  • Excellent oral and written communication skills to prepare and present reports, as well as deal with officials of the Assembly, external contractors and consultants, conservation groups and the public.
  • Ability to use Computer Aided Design (CAD) and project management software.

Responsibilities

  • To oversee the planning, design, and conservation for all capital and non-recurring construction projects for the renovation/restoration of the historic Legislative Assembly building at Queen’s Park. The position also provides project management services on major construction projects.
  • Within the Precinct Properties Branch, the Senior Project Management Consultant is responsible for the long-term planning of all capital construction projects for the restoration of the Legislative Building. Other responsibilities include the development and implementation of restoration standards, guidelines and initiatives which will be used to authenticate and preserve distinguishing architectural qualities of the building while modernizing services with the structure.
  • Oversees the technical review of drawings and specifications at the preliminary, detail design and tender stages for each capital non-recurring project; ensures that appropriate recommendations and changes are made for compliance with the long-term Restoration Master Plan reviewing all capital and non-recurring projects to identify possible conflicts or overlapping of approved projects.
  • Provides expertise and advice on the development of the capital plan and annual non-recurring improvement program. Reviews all non-recurring project requests to ensure the inclusion of an accurate description of work required, realistic budget estimates, and that priorities are consistent with program allocation limits.
  • Maintains liaison with clients, Heritage Advisor, project architects, and other consultants, officials of Provincial government ministries, other provincial Legislatures, Ontario Heritage Foundation, Heritage Toronto, City Building Department, Ontario Fire Marshall’s Office, and Ministry of Labour to ensure effective and efficient project planning and management.
  • Provides contract administration for major building projects and ensures adherence to restoration/conservation principles, policies and procedures. Monitors construction and inspection activities to ensure that projects are completed on time and to high standards of quality.
  • Reviews and analyzes the impact of changes in Legislation, construction practices, and technology, recommends appropriate action to the Director of Precinct Properties, and implements approved measures.
